Job Description / Responsibilities:

1. PURPOSE

To plan, coordinate and control the shipping, freighting and internal movement of Force Quartermaster stores, equipment and consignments — including overseas orders and their customs clearance for delivery into FQM, and stores and equipment returned from the Regional Quartermaster Stores and provincial commands into FQM — between Port Moresby, the regional quartermaster stores and police establishments throughout the country, ensuring that stock is moved securely, economically and on schedule.

2. DIMENSIONS

The OIC Shipping & Movements does not hold financial delegations as an Authorised Requisitioning Officer (ARO). The position directly supervises the OIC Transit and is accountable for Force Quartermaster stores and equipment while in transit nationally and internationally — including overseas orders under customs clearance and stores returned from the Regional Quartermaster Stores and provincial commands — recommending freight and customs-related expenditure within the FQM's approved budget:

3. PRINCIPLE ACCOUNTABILITIES

  • Timely and cost-effective movement of Force Quartermaster stores and equipment to all destinations nationally, by sea, air and road freight.
  • Accurate documentation and tracking of consignments while in transit, including bills of lading, manifests and waybills.
  • Compliance with freight, shipping and customs procedures, and RPNGC procurement and stores rules.
  • Effective supervision and coordination of the Transit function through the OIC Transit.
  • Sound liaison with shipping companies, airlines, transport contractors, Regional Quartermaster Stores and provincial police establishments on freight matters.
  • Prompt investigation and reporting of cargo losses, damage or discrepancies, with corrective action recommended to the OIC FQM.
  • Monitoring of freight costs against the FQM's approved budget to ensure value for money in the selection of carriers.
  • Timely clearance of overseas orders and shipments through customs for delivery into FQM.
  • Effective coordination of stores and equipment returned from the Regional Quartermaster Stores and provincial commands into FQM.

4. MAJOR DUTIES

  • Plan and schedule the shipment of Force stores and equipment by sea, air and road freight.
  • Book and confirm freight space and schedules with shipping lines, airlines and transport contractors.
  • Prepare and process shipping/freight documentation, including bills of lading, manifests and waybills.
  • Track consignments in transit and follow up promptly on delays, losses or damage.
  • Ensure all freight and shipping arrangements comply with PNG Customs requirements, RPNGC stores and procurement procedures and the Public Finances (Management) Act.
  • Supervise the OIC Transit and oversee transit yard operations, including receipt, holding and onward dispatch of goods.
  • Liaise with Regional Quartermaster Stores (NGI, Northern, Highlands, AROB) and provincial police establishments on incoming and outgoing freight.
  • Liaise with shipping companies, airlines and transport contractors on freight bookings, schedules and rates.
  • Effectively Investigate and report cargo losses, damage or discrepancies, and recommend corrective action to the OIC FQM.
  • Maintain shipping and movement records, and prepare regular reports for the OIC FQM
  • Monitor freight costs against the approved budget and ensure value for money in the selection of carriers.
  • Coordinate the receipt and customs clearance of overseas orders and shipments consigned to the FQM, liaising with overseas suppliers, freight forwarders and PNG Customs and Quarantine.
  • Prepare and process import and customs clearance documentation, including import permits, bills of entry and duty/tax exemption certificates, for overseas consignments.
  • Coordinate the collection and return of stores, equipment and unserviceable items from the Regional Quartermaster Stores and provincial commands into FQM.
  • Effectively track and reconcile return shipments from the Regional Quartermaster Stores and provincial commands to ensure timely receipt at FQM.

5. NATURE AND SCOPE

The role of the Force Quartermaster (FQM) function within the Supply Division is to receive, hold and distribute Force Quartermaster stores and equipment in support of RPNGC operations nationwide. The OIC Shipping & Movements' core function is to plan, coordinate and control the shipping, freighting and internal movement of Force Quartermaster stores, equipment and consignments between Port Moresby, the four Regional Quartermaster Stores (NGI, Northern, Highlands, AROB) and police establishments throughout the country, ensuring that stock is moved securely, economically and on schedule. The position also coordinates the receipt and customs clearance of overseas orders and shipments for delivery into FQM, and the collection and reconciliation of stores and equipment returned from the Regional Quartermaster Stores and provincial commands back into FQM. Given Papua New Guinea's geography, the position requires sound working knowledge of sea and air freight arrangements to remote and provincial destinations, as well as import and customs clearance procedures for overseas consignments. The position of OIC Shipping & Movements is based at PHQ, Gordons, Port Moresby.

 

5.1 WORKING RELATIONSHIP

(a) Internal

OIC FQM; OIC Transit; Supervisor Southern Stores; Inventory Supervisor; Purchasing Officer; OIC Stores & Equipment; QMS Receipts Officer; QM Issuing Officer; Inventory Officer; Regional Quartermaster Stores (NGI, Northern, Highlands, AROB); provincial police establishments; Director – Supply (on significant freight matters).

(b) External

Liaises, consults and at times work collaboratively with:

Shipping companies, airlines and freight forwarders; road transport contractors; PNG Customs and Quarantine Service; overseas suppliers and customs clearing agents; wharf and airport authorities.

5.2 WORK ENVIRONMENT

The OIC Shipping & Movements is a senior non-commissioned appointment within the Royal Papua New Guinea Constabulary and reports directly to the OIC FQM. It is one of three functional areas coordinated under the OIC FQM within the Supply Division's Force Quartermaster Stores, alongside the Supervisor Southern Stores and the Inventory Supervisor.

The OIC Shipping & Movements oversees the countrywide shipping, freighting and internal movement of Force Quartermaster stores and equipment, focusing on timeliness, cost control, security and compliance in the selection of carriers and freight routes. Key duties include planning freight schedules, processing shipping documentation, tracking consignments, clearing overseas orders through customs, coordinating the return of stores from the Regional Quartermaster Stores and provincial commands, supervising the OIC Transit and transit yard operations, and maintaining shipping and movement records for the OIC FQM. The role combines office-based planning and coordination with physical oversight of transit, wharf and airport freight areas, and involves occasional travel to provincial centres and freight terminals.

6. CONSTRAINTS FRAMEWORK AND BOUNDARIES

6.1 Rules/procedures

The incumbent in fulfilling the responsibilities of this position will ensure that all functions abide by the following legislation but not limited to:

RPNGC procurement and stores procedures, the Public Finances (Management) Act, Police Act, Constabulary Standing Orders, and applicable shipping, freight and customs regulations

6.2 Decisions

Decides day-to-day freight bookings, routing and scheduling within the approved budget and established procedure, and informs the OIC FQM accordingly.

6.3 Recommendations

• Makes recommendations on the choice of carrier/contractor and freight budget allocations to the OIC FQM.

6.4 Behaviour

7. CHALLENGES

  • Reliable transport and supply movement is crucial for policing, as it ensures police establishments nationwide are adequately equipped and stocked. Coordinating timely, secure and economical freight to remote provincial destinations across difficult terrain and limited transport infrastructure, clearing overseas orders through customs without delay, and coordinating the return of stores and equipment from Regional Quartermaster Stores and provincial commands, while minimising loss, damage and delay to Force stores, is the major challenge of this position.
  • The position is ranked at the RPNGC Uniform rank of Senior Sergeant and carries operational leadership responsibility within the Force Quartermaster function. The position holder is required to coordinate effectively across the Regional Quartermaster Stores and with commercial carriers and other government agencies in support of nationwide supply operations.
  • The OIC Shipping & Movements is responsible to the OIC FQM. This position's primary role involves the planning, coordination and control of freight and shipping arrangements for Force Quartermaster stores, ensuring costs are checked, verified and recorded, freight bookings are made correctly, and proactively liaising with the OIC Transit and other RPNGC establishments on transport matters.
  • The position also bears responsibility for the day-to-day operational lead of the shipping and movements function. The incumbent plays a critical role in coordinating the timely dispatch and receipt of Force stores in line with RPNGC procurement and stores policies/objectives to support operational readiness nationwide.
  • Carry out visits to transit, wharf and airport freight areas to check on shipping and movement matters, and conduct liaison with shipping lines, airlines and transport contractors to establish effective working relationships. The job holder is challenged to provide freight status updates and information to the OIC FQM at any time or as required.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  • Grade 12 Certificate (minimum).
  • A certificate or diploma in Logistics, Supply Chain Management, Business Administration or a related field is preferred.

(b) Knowledge

  • Sound knowledge of shipping and freight procedures, customs requirements and documentation.
  • Knowledge of RPNGC stores and procurement procedures.
  • Knowledge of the Public Finances (Management) Act and government procurement procedures.
  • Knowledge of the Police Act, Constabulary Standing Orders and the Public Service Code of Business Ethics and Conduct.
  • Knowledge of import procedures and customs clearance requirements, including PNG Customs Act requirements and duty/tax exemptions applicable to RPNGC.
