Job Description / Responsibilities:

1. PURPOSE

The incumbent to provides skilled carpentry services for the construction, maintenance, repair, and renovation of RPNGC buildings, facilities, residential properties, and operational establishments. The role supports the development and upkeep of police infrastructure by undertaking carpentry and related trade work to ensure facilities remain safe, secure, functional, and operationally effective, while complying with building standards and workplace safety requirements.

2. DIMENSIONS

The position has no direct financial delegation but is accountable for the proper use, custody and maintenance of carpentry tools, equipment, building materials and workshop resources assigned for construction and maintenance activities.

Others: Responsible for assigned tools, machinery and workshop equipment. Responsible for maintenance and repair of government assets and facilities. Responsible for efficient use of building materials and supplies. Contributes to the upkeep of police infrastructure nationwide when required.

3. PRINCIPLE ACCOUNTABILITIES

  • Accountable for carrying out carpentry works associated with construction, maintenance, renovation and repair of RPNGC buildings and facilities.
  • Accountable for the fabrication, installation and maintenance of doors, windows, roofing structures, partitions, ceilings, flooring systems, cabinets and other building components.
  • Accountable for conducting inspections of police facilities and identifying building defects requiring repair or replacement.
  • Accountable for ensuring workmanship complies with approved drawings, specifications, building standards and workplace safety requirements.
  • Accountable for maintaining workshop tools, equipment and materials in a safe, secure and serviceable condition.
  • Accountable for supporting emergency repairs and restoration of police facilities affected by natural disasters, operational incidents or infrastructure failures.

4. MAJOR DUTIES

  • Construct, install, maintain and repair carpentry structures, fixtures and fittings within RPNGC buildings and facilities.
  • Undertake renovation, refurbishment and improvement works for police stations, barracks, residential houses and operational facilities.
  • Support field deployments and emergency repair activities to maintain operational infrastructure.
  • Manufacture, assemble and install building components in accordance with approved specifications and standards.
  • Install and maintain partitions, shelving, furniture, workstations and other facility fixtures.
  • Repair and replace damaged building components to ensure safety, functionality and structural integrity.
  • Conduct routine inspections of buildings, structures and associated facilities.
  • Identify defects, deterioration and maintenance requirements, and assess repair needs.
  • Report significant structural issues and recommend corrective actions to supervisors.
  • Perform carpentry works in accordance with approved drawings, specifications and building standards.
  • Ensure quality workmanship and compliance with occupational health and safety requirements.
  • Maintain safe work practices, use PPE appropriately and report hazards, accidents and unsafe conditions.
  • Operate, maintain and secure workshop machinery, tools, equipment and materials.
  • Maintain workshop housekeeping standards and accurate inventory records of materials and supplies.
  • Assist with material estimation, storage, procurement and the efficient use of resources.
  • Respond to emergency maintenance, repair and restoration requirements affecting RPNGC facilities.
  • Support special projects and assist other trades personnel in achieving branch objectives.
  • Maintain professionalism and perform other duties as directed by the Officer-in-Charge, Lands & Buildings.

5. NATURE AND SCOPE

The position is responsible for skilled carpentry work related to the construction, maintenance, renovation, and repair of police facilities. Working within the Lands & Buildings Branch, the role requires technical trade expertise, attention to detail, and the ability to work independently or as part of a team. Duties are carried out in workshops, construction sites, police establishments, and remote locations throughout Papua New Guinea. The position supports safe, secure, and functional infrastructure essential to effective policing operations nationwide.

 

5.1 WORKING RELATIONSHIP

(a) Internal

Work closing with Director Lands & Buildings, ACP logistics, Officer-In-Charge Lands & Buildings, Building Supervisors, Electrical Trades Personnel, Plumbing Trades Personnel, Painters and Maintenance Staff, Provincial Police Commanders, Police Station Commanders, and Other RPNGC Divisions and Units

(b) External

Liaise with National Department of Works & Highways, National Housing Corporation, Building Contractors, Hardware Suppliers, Property Management Agencies, Utility Service Providers, Provincial Governments, Local Level Governments, and Private Construction Companies

5.2 WORK ENVIRONMENT

The incumbent works in workshop, construction, and maintenance environments supporting police facilities in the country. The role involves operating tools and machinery, manual handling of materials, working in various conditions including heights and outdoor locations, travelling nationwide, and responding to urgent maintenance needs. Compliance with safety procedures and the use of appropriate personal protective equipment are required at all times.

The position operates within:

Police Act, Constabulary Standing Orders (CSO), Public Service General Orders, Occupational Health and Safety Act, Building Act and Building Regulations of Papua New Guinea, Labour and Employment Act, Public Finance Management Act, RPNGC Corporate Plan, and Lands & Buildings Branch Standard Operating Procedures

6.2 Decisions

Authority to make technical and operational decisions relating to assigned carpentry tasks within approved plans, specifications and supervisory directions.

6.3 Recommendations

• Provide recommendations regarding: Building maintenance requirements. Infrastructure improvements. Material requirements. Workshop equipment needs. Facility safety concerns. Cost-effective repair solutions.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  • Complete Grade 10/12 Certificate or equivalent. Trade Certificate in Carpentry, Building Construction or equivalent recognized vocational qualification. Current driver's licence desirable.

(b) Knowledge

  • Sound knowledge of carpentry principles and practices.
  • Knowledge of construction methods and building maintenance techniques.
  • Knowledge of timber construction, roofing, flooring and joinery.
  • Knowledge of workplace health and safety standards.
  • Knowledge of building plans, drawings and specifications.
  • Understanding of RPNGC policies, procedures and organizational requirements.
  • Sound understanding of public sector asset management principles.

(c) Skills

  • Skilled in carpentry, joinery and construction works.
  • Ability to read and interpret plans and technical drawings.
  • Ability to operate workshop machinery and power tools safely.

(d) Work Experience

  • At least three (3) years relevant experience in carpentry, construction, building maintenance or related trades work.
  • Demonstrated experience in building repairs, renovations and maintenance projects.
  • Experience working in workshop environments and construction sites.
  • Experience in government, public sector infrastructure maintenance or large institutional facilities will be an advantage.
