Job Description / Responsibilities:
1. PURPOSE
The position is responsible for overseeing and assisting in managing land administration and related activities within the Police Force, ensuring efficient and effective land management and property taxation process relating to land are in compliance with relevant regulations.

Others: The role operate within the Lands & Building division of Police Force and encompasses the management and coordination of land related activities including land allocation, land acquisition, land registration and land use planning for Police Force
3. PRINCIPLE ACCOUNTABILITIES
- Responsible for the effective and efficient management of all functional, developed and underdeveloped RPNGC land properties around the country and Commands.
- Ensure proper management and control of the entire RPNGC land properties are well accounted for and filled both in hard and soft copies for reference in future decisions and development.
- Maintain quality checks of all administration programs ensuring effective and efficient use of land and tax are up to date and of good qualities and acceptable standards.
- Responsible for providing progressive reports to the Directors of Lands and Building and Finance Director for the purpose of updating the processes of developing land property and for purpose of providing annual reports to the top management.
- Responsible for the development of an integrated administration schedules, file updating and storage systems for the Royal Papua New Guinea Constabulary and providing advice on property taxation and property developmental changes and recommendations on the management policies
4. MAJOR DUTIES
- Provide assistance and guidance upon requests and where necessary to Commands around the country to ensure effective and efficient Development programs and plans for RPNGC Properties are effectively managed and controlled for purpose of consistency and continue supervision of the progress of development at the Commands as well as careful analysis based on cost reduction measures and value for money.
- Ensure implementation of and compliance to the processes by external and internal -all RPNGC staff both sworn and unsworn staff to policy decisions as directed by the Standing orders and Laws.
- Identify all lands belonging to, relating to and associated with RPNGC in the Regional, Provincial and Local- level Government and make a data base on their use and progress as well as legal ownership.
- Conduct regular monitoring and inspections of the development, acquiring, taxation around each Commands and recommend improvement strategies to maintain good practices relating to land of RPNGC.
- Perform evaluation on lands report and developmental reports from each branches within the commands around PNG and identify cost reduction measures if need be.
- evaluation of monthly and end of year reports and identify where to improve to ensure the stated objectives are met.
- Manage, report, monitor and administer the control and operational activities by overseeing the usage, paying, and acquiring or land relating to or associated with RPNGC in the country and to ensure continue updating for consistency.
- Ensure that a filling and storage system is in place to collect and store data as well as the Regions are all accounted for and a list is maintained so that developmental decisions can be made on readily available updated data. Ensure that updated methods are held from time to time to update the standard of changes.
5. NATURE AND SCOPE
This position ensures effectiveness and efficiency of quality reporting, administrating and managing of RPNGC land Property in terms of development, acquiring land and taxation throughout the Royal Papua New Guinea Constabulary institutions in the country.
5.1 WORKING RELATIONSHIP
(a) Internal
Reports directly to the Director of Lands & Building, Director of Finance and liaise directly with the RPNGC heads of various Branch and also liaise with members of the Force at the Headquarter and at Regional and Provincial Police Stations.
(b) External
Effectively liaise with and seek support from, Finance Department, Governmental Departments, Donor Agencies, Development partners including Private Sector Organizations within the country to ensure efficient and effective land development and taxation of RPNGC.
5.2 WORK ENVIRONMENT
This position requires an excellent administration and management skills to properly maintain and monitor all RPNGC land and property tax development at the professional level and to promote the image of the Police Force at the National, Provincial and Local – Level Governments Policing Institutions Throughout the country.

6.1 Rules/procedures
The position is guided by the Public Service (Management) Act, the Public Finance Management Act, the General Order 2012, the Papua New Guinea Constitution, the Provincial Government Administration Act of 1997 and the Local – Level Government Act of 1997. The position is ultimately guided by the Royal Papua New Guinea Constabulary Corporate Plan 2021 – 2030, the Police Force Standing Orders.

- The main challenge is regarding cost reduction and to achieve the organization stated Vision, Mission, Goal using Key Results Area Indicators, Strategies and Key Performance Indicators and set of stated Objectives.
8. QUALIFICATIONS, EXPERIENCES AND SKILLS
(a) Qualifications
- Possess an appropriate Diploma or Degree in Land Administration, Surveying from a recognized Training Institution in Papua New Guinea.
(b) Knowledge
- Good level of knowledge of RPNGC, Police Act and Property Taxation Laws operations and their management /maintenance procedures.
- Good and acceptable knowledge of the issues affecting the management of PNG Property law, Taxation and an insight of RPNGC.
- Familiar with Public Service General Orders, Public Finance Management Act and Regulations, the PNG Constitution.
- Excellent knowledge about rules and regulations in the Police Force.
(c) Skills
- Excellent skills in management and supervision to oversee a complex organization.
- High level verbal and written communication skills
- Demonstrated the ability to maintain effective relationship with internal and external clients.
(d) Work Experience
- At least five (5) years or more work experience in a Disciplinary Training Institution within the public or private sector context.
