Job Description / Responsibilities:

1. PURPOSE

To manage and administer the front desk of the RPNGC Housing Ownership Scheme, driving the Scheme's implementation and coordinating effectively with all internal and external stakeholders including the Housing Ownership Scheme Committee (HOSC), the National Housing Corporation (NHC) and Nambawan Super Ltd to deliver fair, transparent and accountable access to home ownership for eligible RPNGC members, in support of a stable, secure and effective Constabulary that ultimately benefits the wider community of Papua New Guinea.

2. DIMENSIONS

The PIP Project Implementation Officer does not hold financial delegation as a Section 32 Officer or Authorised Requisitioning Officer under the Public Finances (Management) Act 1995. The position's recommendations on applicant eligibility, ranking and endorsement are advisory only; under Section 5.1.1 of the RPNGC Housing Ownership Scheme Policy, decisions of the HOSC on applicant selection are recommendatory, and final approval for endorsement to the NHC rests with the Commissioner of Police and is nonjusticiable. The position holds no direct reports:

3. PRINCIPLE ACCOUNTABILITIES

  • Effective day-to-day administration of the RPNGC Housing Ownership Scheme front desk on behalf of the Housing Ownership Scheme Committee (HOSC), in accordance with the Scheme Policy.
  • Sound receipt, screening, eligibility verification and Risk Assessment Matrix application for applications submitted by RPNGC members.
  • Accurate ranking of eligible applicants and preparation of recommendations for HOSC review and Commissioner of Police approval.
  • Effective coordination and liaison with internal stakeholders (RPNGC HR, Finance and Internal Affairs) and external partners (NHC, Nambawan Super Ltd) to facilitate the Scheme's operation.
  • Sound monitoring of endorsed applications' progress with the NHC and of members' ongoing compliance with Scheme conditions, including the Retention Mechanism.
  • Timely and accurate record-keeping, progress reporting and grievance handling for the Scheme.
  • Compliance of all Scheme administration with the RPNGC Housing Ownership Scheme Policy, the Police Act 1998, Section 198 of the PNG Constitution, Police CSO 2014 and the Land Act 1996.

4. MAJOR DUTIES

  • Manage the Housing Ownership Scheme front desk as the primary point of contact for RPNGC members and stakeholders on Scheme matters.
  • Coordinate the issue of Call Out Notices for available Approved Allotments and their circulation to eligible officers.
  • Receive applications from eligible officers at the HOSC front administration desk and log them for processing.
  • Conduct or coordinate eligibility checks, verification and application of the approved Risk Assessment Matrix to submitted applications.
  • Prepare a ranked list of eligible applicants and draft recommendations for HOSC review and Commissioner of Police approval.
  • Notify all applicants of the outcome of their applications following Commissioner approval.
  • Prepare and forward the endorsed applicant list, supporting documentation and endorsement letters to the NHC.
  • Liaise with the NHC on the progress of endorsed applications, mortgage underwriting outcomes, and reporting of successful and unsuccessful applications.
  • Monitor RPNGC members' ongoing compliance with Scheme conditions, including residency and retention requirements, and notify the NHC of relevant trigger events.
  • Maintain accurate, secure and confidential records of applications, assessments, decisions and stakeholder communications.
  • Prepare regular progress reports on the Scheme for the HOSC, the Secretariat and the Commissioner of Police.
  • Receive, register and coordinate the handling of grievances relating to the application and assessment process according to the regulations and policies

5. NATURE AND SCOPE

The RPNGC Housing Ownership Scheme Policy was introduced to address a critical need for sustainable, affordable housing for police personnel, promoting home ownership as part of a broader strategy to enhance member welfare, improve retention and morale, and strengthen commitment to duty. The Scheme operates through a formal partnership between RPNGC and the National Housing Corporation (NHC), with oversight by the Housing Ownership Scheme Committee (HOSC, chaired by DCP Administration) and its Secretariat (HOSCS, led by the Director Corporate Planning & Policy). The PIP Project Implementation Officer is the Scheme's front desk and project-coordination point, driving day-to-day implementation and stakeholder engagement across RPNGC's internal divisions and external partners (NHC, Nambawan Super Ltd), and reports directly to the Director Lands & Building. The position holds no financial delegation and no direct reports; all substantive decisions on applicant selection and endorsement are recommendatory only, with final approval resting with the Commissioner of Police. The position of PIP Project Implementation Officer is based at PHQ, Port Moresby.

5.1 WORKING RELATIONSHIP

(a) Internal

Director Lands & Building; Housing Ownership Scheme Committee (HOSC) members (DCP Administration as Chair, DCP Specialist Operations, DCP Regional Operations, Police Association General Secretary, ACP Policy & Planning, ACP Internal Affairs, ACP Human Resources Management, ACP Logistics, FAS Finance & Administration); Housing Ownership Scheme Committee Secretariat (Director Corporate Planning & Policy as team leader, Staff Officer to DCP Administration, Director Legal, Director Internal Affairs, Police Industrial Relations Officer, OIC GEDSI, Police Association President); RPNGC HR, Finance and Internal Affairs Divisions.

(b) External

Liaises, consults and at times work collaboratively with:

National Housing Corporation (NHC); Nambawan Super Ltd; the State Solicitor's Office, where legal validation of Scheme agreements is required; private developers and financial institutions, where relevant.

5.2 WORK ENVIRONMENT

The PIP Project Implementation Officer is a project-coordination appointment within the Royal Papua New Guinea Constabulary and reports directly to the Director Lands & Building. It serves as the operational front desk supporting the HOSC and its Secretariat in administering the Housing Ownership Scheme.

The PIP Project Implementation Officer is an office/front-desk based role at PHQ, focused on receiving and processing member applications, coordinating eligibility and risk-assessment checks, and liaising extensively with the NHC, Nambawan Super and RPNGC's internal divisions to keep the Scheme moving. Key duties include maintaining accurate and confidential records, monitoring compliance with Scheme conditions over the life of each mortgage, and reporting progress to the HOSC. The role holds no financial or expenditure delegation, and its recommendations on applicant selection are advisory only final approval rests with the Commissioner of Police.

6. CONSTRAINTS FRAMEWORK AND BOUNDARIES

6.1 Rules/procedures

The incumbent in fulfilling the responsibilities of this position will ensure that all functions abide by the following legislation and Constabulary Standing Orders but not limited to:

The RPNGC Housing Ownership Scheme Policy, Section 198 of the Constitution of Papua New Guinea, the Police Act 1998 (including the Commissioner of Police's delegated authority under Section 17), Police CSO 2014, the Land Act 1996, and PNG Land & Housing Policy Reforms and MTDP IV 2023-2027 (SPA2.7)

6.2 Decisions

Decides day-to-day front desk administration, application intake and record-keeping matters within established procedure, and informs the Director Lands & Building and HOSC accordingly. Holds no delegated financial, expenditure or final approval authority.

6.3 Recommendations

• Makes recommendations on applicant eligibility, ranking and prioritisation to the HOSC and the Director Lands & Building; all recommendations are advisory and nonjusticiable, with final approval resting with the Commissioner of Police.

7. CHALLENGES

  • Fair, transparent and accountable access to home ownership is central to RPNGC's strategy for improving member welfare, retention and morale, and ultimately to a stable and effective law enforcement environment that benefits the wider community. Coordinating a multi-stakeholder scheme spanning RPNGC's internal divisions, the NHC, Nambawan Super and, at times, private developers while processing applications fairly and maintaining accurate, confidential records, is the major challenge of this position.
  • The position is at RPNGC classification PA-10 and provides project-coordination support within the Constabulary's Logistics Division. The position holder is required to drive the Scheme's implementation without independent financial delegation or final decision-making authority, and to establish effective working relationships with the HOSC, its Secretariat, and external partners including the NHC and Nambawan Super.
  • The PIP Project Implementation Officer is responsible to the Director Lands & Building. This position's primary role involves the accurate and timely administration of the Scheme's application, assessment and reporting processes, and proactive liaison with the NHC and other stakeholders. Members who fail to safeguard Scheme records or applicant information in their care are subject to disciplinary action under the Police Act 1998.
  • The position also bears responsibility for the day-to-day operational drive of the Housing Ownership Scheme as its front desk. The incumbent plays a critical role in coordinating the Scheme's implementation across RPNGC and its external partners in line with the RPNGC Housing Ownership Scheme Policy's goals of fairness, quality, cost-effectiveness and accountability.
  • Coordinate the intake, verification and risk assessment of applications, prepare ranked recommendations, and liaise with the NHC on endorsed applications and their ongoing compliance status. The job holder is challenged to provide Scheme status updates and information to the Director Lands & Building, the HOSC and the Secretariat at any time or as required.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  • Bachelor's degree in Business Administration, Public Administration, Project Management or a relevant tertiary qualification in a related field.
  • Project management certification (e.g., PMP, PRINCE2) or equivalent RPNGC project-coordination training is an advantage.

(b) Knowledge

  • Knowledge of housing/mortgage finance schemes and property ownership processes, including partnership arrangements with government housing agencies.
  • Knowledge of the RPNGC Housing Ownership Scheme Policy, including the HOSC's functions, the application process, and the Risk Assessment Matrix.
  • Knowledge of project coordination and multi-stakeholder engagement methods.
  • Basic knowledge of the Police Act 1998 (including Section 17 delegated authority), Section 198 of the PNG Constitution, and the Land Act 1996 as they relate to the Scheme.
  • Knowledge of records management and confidentiality requirements for sensitive financial and personal information.

  • At least 5-7 years’ experience in project management, program coordination, housing/property administration or a related field.
  • Demonstrated experience liaising with government agencies, financial institutions or housing/mortgage providers is an advantage.
