Job Description / Responsibilities:

1. PURPOSE

To assist the OIC FQM with the day-to-day operational management of the four Regional Quartermaster Stores (NGI, Northern, Highlands, AROB), ensuring the delivery of a professionally dressed and correctly resourced and equipped Force to serve the people of Papua New Guinea, and to ensure best in class supply service to police establishments throughout the regions through the effective receipt, storage, control, issue, accounting and distribution of Force Quartermaster stores, equipment, uniforms and firearms at regional level.

2. DIMENSIONS

The OIC Regional QMS does not hold financial delegation as a Section 32 Officer or Authorised Requisitioning Officer under the Public Finances (Management) Act 1995; financial and expenditure delegation for the Supply Directorate rests with the Director – Supply. The position directly supervises the four Regional Quartermaster Stores and refers stocktake discrepancies and stores adjustments to the OIC FQM for approval:

3. PRINCIPLE ACCOUNTABILITIES

  • Assist the OIC FQM with the day-to-day operational management of the four Regional Quartermaster Stores to ensure delivery of a professionally dressed and correctly resourced and equipped Force.
  • Effective receipt, storage, control, issue and accounting of Force Quartermaster stores, equipment, uniforms and firearms at the four Regional Quartermaster Stores.
  • Sound supervision and coordination of the NGI, Northern, Highlands and AROB Regional Quartermaster Stores.
  • Accurate stocktaking and inventory control at each Regional Quartermaster Store, with prompt investigation and referral of losses, damage or discrepancies to the OIC FQM.
  • Timely distribution of Force stores, equipment and uniforms from the Regional Quartermaster Stores to provincial and district police establishments within each region.
  • Effective liaison and connection with Provincial and Regional suppliers including other stakeholders to provide best in class supply service to Police Establishment throughout the regions.
  • Provide effective governance and compliance of all Regional Quartermaster Store operations with RPNGC procurement and stores procedures, the Public Finances (Management) Act, the Firearms Act and the Police Act and report to the management on all transactional items

4. MAJOR DUTIES

  • Assist the OIC FQM with the day-to-day operational management of the four Regional Quartermaster Stores, ensuring a professionally dressed and correctly resourced and equipped Force across all regions.
  • Plan, direct and coordinate the receipt, storage, control and issue of Force stores and equipment at the NGI, Northern, Highlands and AROB Regional Quartermaster Stores.
  • Coordinate the distribution of uniforms and accessories from the Regional Quartermaster Stores to provincial and district police establishments, and forward regional uniform/accessory returns to the OIC FQM.
  • Supervise the OICs of each Regional Quartermaster Store, ensuring consistent application of RPNGC stores procedures nationwide.
  • Coordinate the custody, distribution and accounting of firearms and ammunition held at each Regional Quartermaster Store, in support of the Commissioner of Police as Registrar of Firearms.
  • Conduct or oversee annual and handover/takeover stocktakes at each Regional Quartermaster Store, investigate discrepancies, losses or damage, and refer findings to the OIC FQM for approval or action.
  • Monitor stock levels and stores conditions at each Regional Quartermaster Store, recommending replenishment, repair or disposal action to the OIC FQM.
  • Consolidate and forward regional stores requisitions from provincial police establishments to the OIC FQM.
  • Coordinate the onward freighting of stores, equipment and returns between the Regional Quartermaster Stores and FQM, liaising with the OIC Shipping & Movements on freight and transit arrangements.
  • Liaise with Provincial Police Commanders and provincial police establishments within each region on stores allocation, distribution and reporting requirements.
  • Effectively exercise standard purchase, storage and distribution procedures and process that is applicable in all regions
  • Carry out regular visits to the Regional Quartermaster Stores to check on stores operations, security and compliance.
  • Prepare and submit periodic reports on regional stores holdings, transactions and key performance indicators to the OIC FQM.
  • Perform other lawful duties as directed by the OIC FQM.

5. NATURE AND SCOPE

The role of the Supply Directorate is to provide a professionally dressed and correctly resourced and equipped Force to serve the people of Papua New Guinea, delivering best in class supply service to the entire Force nationwide. The Force Quartermaster (FQM) is the Supply Directorate's central stores, uniform, firearms/armoury, inventory and shipping/movements section, based at PHQ, Gordons, Port Moresby, and the OIC Regional QMS extends this stores service to the four regions of the country. The OIC Regional QMS assists the OIC FQM with the day-to-day operational management of the NGI, Northern, Highlands and AROB Regional Quartermaster Stores, ensuring Force stores, equipment, uniforms and firearms are properly received, stored, accounted for, issued and distributed to provincial and district police establishments throughout the regions. Given Papua New Guinea's geography, the position requires regular travel between the regional stores and sound coordination with the OIC Shipping & Movements on freight and transit arrangements. The position holds no financial delegation; financial and expenditure authority for the Directorate rests with the Director – Supply. The position of OIC Regional QMS is based at PHQ, Gordons, Port Moresby.

 

5.1 WORKING RELATIONSHIP

(a) Internal

OIC FQM; Director – Supply (on significant matters); NGI, Northern, Highlands and AROB Regional Quartermaster Stores; Admin Clerk; Supervisor Southern Stores; OIC Shipping & Movements; OIC Transit; Inventory Supervisor; OIC-Firearms; Force Armourer; Provincial Police Commanders; provincial and district police establishments.

(b) External

Liaises, consults and at times work collaboratively with:

Suppliers and stores contractors; shipping companies, airlines and freight forwarders; regional transport contractors; PNG Customs and Quarantine Service, where relevant.

5.2 WORK ENVIRONMENT

The OIC Regional QMS is a senior appointment within the Royal Papua New Guinea Constabulary and reports directly to the OIC FQM, assisting with the day-to-day operational management of the four Regional Quartermaster Stores. It is one of seven functional areas coordinated under the OIC FQM within the Supply Directorate.

The OIC Regional QMS oversees the Constabulary's four Regional Quartermaster Stores (NGI, Northern, Highlands, AROB), focusing on the receipt, storage, control, issue and accounting of Force stores, equipment, uniforms and firearms at regional level, and their timely distribution to provincial and district police establishments. Key duties include supervising the Regional Quartermaster Store OICs, coordinating stocktakes and stores returns, and liaising with Provincial Police Commanders on stores requirements. The role combines office-based coordination at PHQ, Gordons with regular travel to the regional stores, and holds no financial or expenditure delegation of its own.

6. CONSTRAINTS FRAMEWORK AND BOUNDARIES

6.1 Rules/procedures

The incumbent in fulfilling the responsibilities of this position will ensure that all functions abide by the following legislation and Constabulary Standing Orders but not limited to:

RPNGC procurement and stores procedures (CSO 5.1 and 5.5), the Public Finances (Management) Act 1995, the Police Act 1998, the Firearms Act 1978, and the National Procurement Act 2018

6.2 Decisions

Decides day-to-day stores receipt, issue and allocation matters at the Regional Quartermaster Stores within established procedure, and informs the OIC FQM accordingly. Holds no delegated financial or expenditure authority.

6.3 Recommendations

• Makes recommendations on matters relating to Regional Quartermaster Store stores, equipment, uniforms, firearms and freight to the OIC FQM.

7. CHALLENGES

  • Reliable and accountable stores management is crucial for policing, as it ensures police establishments throughout the regions are professionally dressed and correctly resourced and equipped to serve the people of Papua New Guinea. Coordinating the receipt, control and distribution of Force stores, equipment, uniforms and firearms across four geographically dispersed regions — often against constrained transport, accommodation and infrastructure — while minimising loss, damage, delay and discrepancy, is the major challenge of this position.
  • The position is ranked at the RPNGC Uniform rank of Superintendent and is within the operational leadership levels of the Constabulary. The position holder is required to direct stores operations across four regions without independent financial delegation, and to establish effective working relationships with Provincial Police Commanders and regional suppliers in support of the Constabulary's stores and equipment requirements.
  • The OIC Regional QMS is responsible to the OIC FQM. This position's primary role involves assisting the OIC FQM with the day-to-day operational management of the Regional Quartermaster Stores, ensuring stores, equipment, uniform and firearms transactions are properly authorised, recorded and reported, and proactively liaising with Provincial Police Commanders on stores matters. Members who fail to report loss or damage of Force property, or who misappropriate or fail to account for stores in their care, are subject to disciplinary action under the Police Act 1998.
  • The position also bears responsibility for the day-to-day operational lead of the Regional Quartermaster Stores. The incumbent plays a critical role in directing stores operations across the four regions in line with RPNGC procurement and stores policies/objectives to support best in class supply service and operational readiness throughout the country.
  • Carry out visits to the Regional Quartermaster Stores to check on stores operations, security and compliance, and conduct meetings with Provincial Police Commanders and regional suppliers to establish effective working relationships. The job holder is challenged to provide stores status updates and information to the OIC FQM at any time or as required.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  • Bachelor's degree in Business Administration, Logistics/Supply Chain Management or a relevant tertiary qualification in a related field.
  • Must attend and pass relevant RPNGC supply/logistics management courses.

(b) Knowledge

  • In-depth knowledge of stores, inventory and supply chain management principles and practices.
  • Knowledge of firearms/armoury management and the Firearms Act 1978, including the Commissioner of Police's role as Registrar of Firearms and the safe-custody requirements of the Act.
  • Knowledge of RPNGC procurement and stores procedures and the Public Finances (Management) Act 1995, including accountable officer duties and the limits of requisition-approval authority under Section 32 of that Act.
  • Knowledge of the National Procurement Act 2018, including procurement thresholds and the prohibition on splitting procurement to avoid them.
  • Knowledge of the Police Act 1998, Constabulary Standing Orders and the Public Service Code of Business Ethics and Conduct, including disciplinary provisions relating to loss, damage or misappropriation of Force property.
