Job Description / Responsibilities:
1. PURPOSE
Maintain effective and efficient administration, management and coordination of the Royal Papua New Guinea Constabulary’s Transport fleet and Police Workshops throughout the Country. Functions include supervision and coordination of all transport resources for land, sea and air and ensuring that those requirements are adequately distributed and catered for, and support to the achievement of the Goals and objective of the Constabulary.

3. PRINCIPLE ACCOUNTABILITIES
- Oversees the transport data collection, procurement, maintenance, and allocation of police vehicles, boats, and transport equipment of the Constabulary and ensuring timely reporting to the Management
- Ensuring the adequate supply and distribution of fuel and transport services between Police Headquarters in Port Moresby and decentralized provincial commands.
- Prepare annual budget submissions for transport operations and reports on divisional Key Performance Indicators (KPIs) to executive management.
- Ensures that all transport fleets adhere to PNG Public Finance Management Act, government procurement procedures, and departmental Standing Orders, Police Act and the Transport legislations for proper Governance and accountability
- Develop Transport equipment (Vehicle, Boat, Air Services ) purchase, replacement, maintenance and disposal plans that align with established strategies.
- Maintaining strict accountability for all police vehicle and maritime fleet, conducting regular audits, and addressing discrepancies.
- Engage with internal stakeholders to understand their needs, procedurally, operationally and strategically in support of requirements, quality outcomes and risk management
4. MAJOR DUTIES
- Ensure quarterly, half yearly and annual collection and reporting of transport data relating to the police fleet of vehicles and maritime nationwide.
- Prepare, plan and provide costing for hire, purchase, maintenance and running costs for all forms of Transport and maintain effective recording system for RPNG Constabulary
- Responsible for the procurement of a fit for purpose, safe, cost-effective transport including the vehicle and maritime fleet, with an understanding of required vehicle/vessel and accessory specifications.
- Maintain effective liaison with suppliers, auctioneers, Provincial Police Commanders and workshops for effective distribution, supervision and control of vehicles.
- Coordinate with OIC Transports in the Provinces and Directorate’s to ensure operational transport management processes and procedures support the business’ fleet reporting requirements.
- Managing fleet budgets, controlling costs, and tracking key performance indicators (KPIs) like fuel usage and downtime and making adjustments or changes where necessary.
- Responsible for financial management including effective monitoring, reporting, budget preparation, and costing of services.
- Develop, implement and manage fleet and transport policies, processes, and plans which deliver operationaly sound, financially sustainable programs that align to best practice, and enable effective safe and efficient operations.
- Ensure that all transport fleets are registered and fit for use in any capacity inline with the governments regulations and laws of the transport systems.
- Manage and maintain an up-to-date Constabulary Transport/Fuel/Maintenance management database, including financials and operational features of the fleet, from which informed decisions regarding on-going and future transport requirements can be made
- Conduct regular Transport Audits and monitor performances of all the fleets and refleeting across the constabulary against new technology, accident management, fuel management and providing best cost-effective recommendations to the management.
- Engage with internal stakeholders to understand their needs, procedurally, operationally and strategically in support of requirements, quality outcomes and risk management with contracts review and maintenance.
- Monitor the service performance of service providers and suppliers to ensure that any outsourced services are delivered and performed to Constabulary expectations as set out in the contracts. This includes arranging contract reviews, audits, benchmarking and other such activities to assist in measurement of performance.
5. NATURE AND SCOPE
The role of the Logistics Division is to supply, maintain and control the material support necessary for the Department as a whole to achieve its operational mandate. The Transport Directorate’s core function is to maintain an effective administration and coordination of the RPNG Constabulary Transport fleet throughout the country, functions includes supervision and coordination of all transport resources for land, sea and air and those requirements are adequately catered. This also includes all Police Mechanical Workshops throughout PNG. The position of Director Transport is based at Police Headquarter, Konedobu.

5.2 WORK ENVIRONMENT
The Director Transport is a senior appointment within the Royal Papua New Guinea Constabulary and reports directly to the Assistant Commissioner Logistics. It is one of the five components forming the Logistics Division. The others are Lands & Building, Publications, PHQ Guards and Supply.
The Director Transport oversees the Royal Papua New Guinea Constabulary’s entire transports operation, focusing on efficiency, cost control, safety, and compliance by managing vehicle, Boats, Aircraft procurement, maintenance, fuel, and adherence to regulations, using data to minimize downtime, and ensure vehicles are fit for purpose. Key duties include developing maintenance programs, managing budgets, tracking performance, and implementing safety protocols for drivers and assets. Director Transport is also responsible for the fuelling, servicing and purchasing of the Constabulary’s maritime craft.

7. CHALLENGES
- Transport is crucial for policing as it enables police personnel to respond quickly to incidents, patrol areas, and transport suspects. Effective transport also supports policing efforts by facilitating access to information, ensuring timely responses to emergencies, and enabling the movement of personnel and resources as being the major challenge.
- The position is ranked at the RPNGC Uniform rank of Superintendent and is within the strategic leadership levels of the Constabulary. The position holder at this level will lead multiple areas of the Constabulary and be required to establish internal and external collaborations, strategic alliances and partnerships, carrying responsibility for all supply activities.
- The Director Transport is responsible to the ACP Logistics. This position’s primary role involves leadership, accountability and management responsibilities to control and direct the work of the Directorate particularly to control the annual transport budget in excess of K36,000,000.0. Ensure all vehicle maintenance costing are thoroughly checked, verified, recorded and payments made correctly in NCD for over approximately 1200 vehicles. Proactively liaises with transport officers and Non-Commissioned Officers (NCO) within the Constabulary on matters pertaining to transport.
- The position also bears the responsibility for strategic and/or policy lead for the Transport Directorate. The incumbent plays a critical lead role in planning and directing the activities of the Directorate in line with the legal framework and wider policing policies/objectives to uphold the law and ensure public safety and strengthen public confidence.
- Carry out visits throughout the country to check on all transport matters, conduct various meetings with the private sector workshops to establish effective relationship. The job holder is challenged to provide vehicle updates and information to the ACP Logistics at any time or as required.
8. QUALIFICATIONS, EXPERIENCES AND SKILLS
(a) Qualifications
- Bachelor's degree in Business Administration or relevant tertiary qualification in a related field.
- Must attend and pass Police Driving Course including defensive driving.
- Must be holder of class six driving licence.
(b) Knowledge
- In depth knowledge of the fleet industry, including strategies for business success principles and practices of fleet management
- Knowledge of principles, practices, and techniques of automotive and equipment repair;
- Knowledge of gasoline/diesel engines and mechanical and electrical systems;
- Knowledge of parts and supplies receiving, stocking, and inventory control methods;
- Knowledge of governmental procurement procedures
