Job Description / Responsibilities:
1. PURPOSE
The position has the principal role of assessing, evaluating and monitoring key projects and programs of RPNGC and providing monitoring and evaluation reports in accordance with the RPNGC Corporate Plan 2021 – 2030.
The position will lead in the development of M&E strategies and provide strategic oversight on policies and plans implemented by RPNGC to effectively achieve intended results.
2. DIMENSIONS
The position has no direct financial delegation but provides specialist technical input to the Director Policy & Planning in relation to Monitoring & Evaluation requirements, technical support and annual operational requirements

3. PRINCIPLE ACCOUNTABILITIES
- The position is responsible for providing oversight of programs, policies, plans and projects to assess if progress is made in achieving expected results.
- The position is responsible for identifying hindrances in the implementation of plans in both strategic and corporate plans.
- Ensure to report, measures and evaluate the progress of the project and programs through regular reviews.
- Providing monthly feedback on the performance and highlight whether there are any unintended effects (positive or negative) from the planned strategies, policies, and intended outcomes.
- Providing quarterly performance report on Strategic KRAs, projects, assets and expenditures of the programs.
- Appraising and identifying the most valuable and efficient use of resources and provide the necessary data to guide strategic planning to design and implement programs and projects and to allocate and reallocate resources in better ways through providing sound advice.
- The position is to assist with carrying out regular M&E on the implemented government policies, strategies, and mandated roles and responsibilities.
4. MAJOR DUTIES
- To provide direct oversight on all policies, strategies, programs and projects.
- Provide the technical advice and report on matters affecting the implementation of government policies through the department's mandated functions and roles.
- Oversee and manage site validations and inspections of projects funded by the government for monitoring and evaluation purpose
- Provide quarterly reports on the performance of program implementation
- To design, coordinate, collect, analyse and interpret performance data on programs and projects
- To develop baseline data for each project component and for all project and program indicators of the RPNGC
- To ensure RPNGC performance and operation are in line with government priority areas.
- To monitor and evaluate financial and budgetary expenditures and plans are in accordance with government Financial Management Act and other relevant laws.
- To monitor and evaluate performance and operations follow the mandated functions and other relevant government policies, laws and legislations.
- To be abreast with policy changes taking place in the department and monitor and evaluate these changes accordingly.
- To coordinate and implement monitoring and evaluation activities
- Develop strategies and tools for data collection, quality assurance and analysis for effective monitoring based on approved guidelines and indicators of the Department.

Working and reporting directly to the Director Corporate Services and ACP Policy & Planning, Director Finance and other directorates within the RPNGC.

The Position is based at the police headquarters, reporting directly to the Director Policy & Planning

- Balancing Limited Resources Against Operational Demands - Ensuring that financial, human and physical resources are allocated effectively to support policing operations across the province, while managing competing priorities, budget constraints and increasing service delivery demands.
- Maintaining Effective Administrative Services Across Geographically Dispersed Locations - Providing consistent administrative support, oversight and service delivery to District Police Stations and provincial units that may be affected by distance, infrastructure limitations, communication challenges and varying operational requirements.
- Managing Workforce Capacity and Staff Welfare Needs - Supporting workforce planning, staff development and employee welfare initiatives to maintain a capable, motivated and professional workforce, particularly in the face of staffing shortages, skill gaps and changing operational demands.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS
(a) Qualifications
- Possess a bachelor’s degree in social science/public policy or relevant field from a recognized training institution
(b) Knowledge
- Strong understanding of government regulations, auditing requirements, and different reporting standards (Annual Activity Plan, Quarterly Budget reviews, Annual Management Plans)
- Comprehensive knowledge of law enforcement procedures,
- Broader Understanding of RPNGC policies and regulations, local and national laws, data security, administrative and organizational skills,
- Policy development, and implementation processes, risk assessment and management principles, and strategic planning concepts.
- Acceptable knowledge of the issues affecting the Policing systems and process
- Excellent knowledge of rules and regulations in the Police Finance Management Act and Regulations, General Orders and the PNG Constitution.
(c) Skills
- Excellent interpersonal skills for liaising with provincial government, community leaders, and external partners.
- Problem-Solving and flexibility to adapt to changing operational demands and emergencies

(d) Work Experience
- A minimum of 3 years' experience in office administration and management, including at least 5 to 6 years in a supervisory role, preferably within law enforcement or related sectors.
