Job Description / Responsibilities:

1. PURPOSE

Position is responsible for effective leadership, management, administration and coordination of the Building and Maintenance workshop to ensure maintenance and repair activities for Constabulary Offices, buildings, facilities and infrastructure in the National Capital District (NCD) are safe, functional, and sustainable working environments for police operations

2. DIMENSIONS

The position has no financial delegations and expenditure authorities under this position; however, assists the Senior Works Supervisor and Staff Officer Lands & Building with the branches budget preparation and review of funding required by the Maintenance Workshop.

3. PRINCIPLE ACCOUNTABILITIES

  • Effectively and accurately provide scoping, estimating costs and timeframes for maintenance work.
  • Develops and manages work schedules, assigns tasks, and prioritizes projects to meet operational needs.
  • Oversees and coordinates maintenance activities, including repairs, inspections, and upgrades, ensuring compliance with safety standards and equipment reliability and Longevity.
  • Effectively conduct routine inspections and Identify areas that require repairs or improvements and reporting these needs to management or relevant parties.
  • Responsible for training, evaluating, performance management and supervising maintenance staff, ensuring they are properly equipped and trained to perform their duties effectively.
  • Maintains inventory of maintenance supplies and equipment and keeps accurate records of repairs, maintenance schedules, and inventory.

4. MAJOR DUTIES

  • Identify maintenance projects and calculate, the scope of work to be carried out and the time frame needed to achieve the result and the cost estimate that is needed to complete the maintenance work
  • Assist with budgeting and managing the costs of maintenance projects and repairs.
  • Plan, schedule, and oversee preventive and corrective maintenance of police facilities.
  • Develop maintenance schedules, assigning tasks to Carpenters, Plumbers, Electricians and Metal Fabricators, and prioritizing work based on urgency and impact.
  • Effectively communicate orally and in writing with building occupants, tenants, or residents about planned work, answering questions, and addressing concerns.
  • Oversees and effectively coordinates maintenance activities, including repairs, inspections, and upgrades and provide reports to management
  • Ensure that all maintenance activities are in compliance with safety standards and develops and implements preventive maintenance programs to ensure equipment reliability and longevity.
  • Coordinate routine audit and inspections for the RPNGC Facilities, identify where maintenance is required and report and request maintenance work to the management
  • Respond to requests and address repairs and issues promptly and efficiently, often working with contractors when necessary.
  • Accompany Senior Works Supervisor carry out inspection of sites on receiving requests through the maintenance request forms, co-ordinate, supervise and control work by subordinate staff or external contractors.
  • Provide regular briefs and progress reports completed or ongoing tasks of the section to the Senior Works Officer and all matters affecting the operations of the Maintenance Workshop.
  • Lead, manage and motivate the subordinate personnel of the Maintenance Workshop, providing guidance, and ensuring adherence to Constabulary policies and safety regulations.
  • Ensure adequate training and development of Mmaintenance Workshop personnel are carried out accordingly and also Train apprentices, trades assistants and assist with the development of specialised tradesmen.
  • Evaluate the performance of maintenance personnel, providing feedback, and identifying areas for improvement.
  • Ensure subordinate personnel of the Maintenance Workshop are appraised annually and recommendations are made accordingly.
  • Keep track of and maintain an accurate record of equipment, supplies, and materials, ensuring adequate stock levels and efficient use.
  • Keep accurate records of works completed and maintenance schedules.

5. NATURE AND SCOPE

The Maintenance Workshop is based at the Gordon Police Barracks. The Maintenance Officer plans, leads and manages the administration and operations of the Maintenance Workshop of the Lands & Building Branch in the National Capital District. The incumbent oversees and directs a team of technicians and other maintenance personnel within the Maintenance Workshop, coordinating all aspects of equipment, building maintenance and repair work.

 

5.1 WORKING RELATIONSHIP

(a) Internal

Senior Works Officer and staff of Lands & Building, ACP Logistics and management staff of the Logistics Division, All PHQ ACPs and Directors, Commander NCD/Central and all members of the Command.

(b) External

Liaises, consults and at times work collaboratively with:

  • PNG – APP Advisors
  • External contractors
  • Suppliers and service providers
  • TVET and training institutions
  • GoPNG Departments
  • NCDC

5.2 WORK ENVIRONMENT

The Lands & Building Branch of the Royal Papua New Guinea Constabulary is the functional area of the Logistics Division responsible for administering land matters, such as the registration, allocation, and transfer of land titles to the RPNGC, as well as the management of RPNGC land records. The branch is also responsible for developing and implementing strategies and programs that address the building and construction needs of the Constabulary and it’s personnel. These include new construction and upkeep, rehabilitation, maintenance, and management of physical assets, including office buildings, Police Stations, barracks accommodation and related infrastructure. The Maintenance Workshop Section is responsible to the Staff Officer - Lands & Buildings and is to undertake simple carpentry, plumbing, welding, sign-writing, and general painting work.

The unit is expected to undertake work in the National Capital District and at other locations that can be reached by road from the National Capital District. All activities of the unit are controlled by the Staff Officer/Lands and Buildings through the Maintenance Officer, and all requests for work by the unit must be passed through this channel. The unit has a heavy work-load, and unless a job is classed as priority, there is generally a long waiting-time before a project can be started.

The Maintenance Officer plans, leads and manages the administration and operations of the Maintenance Workshop of the Lands & Building Branch in the National Capital District. The incumbent oversees and directs a team of technicians and other maintenance personnel within the Maintenance Workshop, coordinating all aspects of equipment, building maintenance and repair work. The incumbent is essentially the middle manager, bridging the gap between senior management and maintenance personnel. The position holder’s duties also include planning and scheduling tasks, ensuring work is completed safely and efficiently, and managing resources like equipment and materials.

6. CONSTRAINTS FRAMEWORK AND BOUNDARIES

6.1 Rules/procedures

The incumbent in fulfilling the responsibilities of this position will ensure that all functions abide by the following legislation but not limited to:

RPNGC procurement and stores procedures, the Public Finances (Management) Act, Police Act, Constabulary Standing Orders, and applicable shipping, freight and customs regulations

6.2 Decisions

Makes decisions on the direction and workflow of the Maintenance Workshop and the discipline of subordinate staff.

6.3 Recommendations

• Makes Recommendations to Senior Works Officer.

7. CHALLENGES

  • The National Capital District has the highest number of Constabulary office buildings and Police Stations as well as institutional houses in PNG. Many of these infrastructure with related utilities such as water, electricity and sewage are very old and in constant need of repair, service and maintenance.
  • The Maintenance Workshop Section is tasked to carry out these inhouse repair, service and maintenance work in areas of carpentry, plumbing, electrical metal fabrication and painting, however has been unable to over many years due to management favouring outsourcing these jobs to external contractors. This has now changed and the incumbent is challenged to ensure proposed activities are planned to ensure a smooth and ensure efficient workflow that is documented, adherence to safety regulations, and effective communication within the maintenance team and with other stakeholders.

Other challenges would include the following:

  • Aging staff members
  • Shortage of qualified and skilled personnel with trades certificates
  • No proper office or workspace.
  • No funding allocation.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS

Potential candidates must posses the following:

(a) Qualifications

  • Must have successfully have completed Grade 12, with additional training or certifications in facility management, engineering, or a related field.

(b) Knowledge

  • Strong knowledge of building operations and maintenance, including understanding of electrical, plumbing, HVAC systems, and landscaping.
  • Understanding and adherence to health and safety regulations, ensuring that all maintenance work is carried out in compliance with local and national standards.
  • Physical ability to inspect and oversee all areas of the facility, including the ability to climb ladders, lift heavy objects, and operate machinery if necessary.

(c) Skills

  • Ability to manage and lead a team of maintenance personnel, providing guidance, and ensuring all tasks are completed in a timely and efficient manner.
  • Exceptional problem-solving skills to quickly identify and address any issues or disruptions to the work of the Maintenance Workshop.
  • Excellent communication and interpersonal skills to liaise with vendors, contractors, and staff, as well as to negotiate contracts and manage disputes.
  • Strong organizational skills to manage multiple tasks, projects, and responsibilities simultaneously.

(d) Work Experience

  • Significant experience, 5-7 years, in building maintenance, with a focus on supervision or management.
  • Experience with facilities management software to track work orders, maintain equipment history, and manage team schedules.
