1. PURPOSE

The position is responsible for the effective and efficient functioning of the Works and Project coordination sections of the Lands & Building Branch. Oversees facilities and infrastructure maintenance, manages external contractors, and directs planned or reactive maintenance programs and ensure building compliance, safety standards, and efficient daily operations across the Constabularies infrastructure.

3. PRINCIPLE ACCOUNTABILITIES

  • Planning, Coordinating, and Implementing works, including project milestones, budgets, and resource allocation
  • Conduct timely Inspection on police structures and sites for existing and new developments
  • Managing procurement processes, developing tender documents, and administering contracts.
  • Mentoring junior staff, managing performance, delegating tasks, and ensuring effective teamwork.
  • Ensuring adherence to Work Health & Safety (WHS) policies, building regulation, and other relevant legislation.
  • Appraising operations, monitoring progress against business plans, and preparing reports for senior management.
  • Contributing to policy formulation, ensuring alignment with organizational goals, and staying updated on relevant developments.
  • Develop and provide risk management plan for each projects to mitigate any unforeseen or unexpected risks during the length of the entire project

4. MAJOR DUTIES

  • Provide scope of works and costing to minor and major maintenance works including new projects and liaises directly with Staff Officer Lands & Buildings for appropriate necessary action.
  • Prepare works order, supervise and ensure completion of allocated tasks by contractors within time frame and budget
  • Co-ordinate, supervise and control all new Police buildings and housing program with Works Department, Contractors and other Statutory Authorities
  • Carry out inspection of sites on receiving requests through the maintenance request forms and Inspecting housing structures, which involves the interpretation of building codes.
  • Determining suitability of housing and other police structures for rehabilitation/remodeling and maintenance;
  • Determining and Preparing work write-ups and specifications, cost estimates, and change orders for rehabilitation work by Maintenance Section or external contractors
  • Sending out request for quotations from contractors and coordinating the contractor bidding process and negotiating performance of work with selected contractors
  • Coordinate purchase of materials fit for purpose to avoid wastages
  • Draw up work drawings for extensions and additions to buildings, new houses and office accommodation, allocate jobs, distribute material and supervise works for day labour.
  • Ensuring that all planned works and implementation process adhere to the NCDC and Governments regulations and meet safety standards prior and after completion.
  • Consistent monitoring of the projects from the inception to the completion and providing progressive updates to the management on the operations of the projects
  • Ensure that all building, maintenance, site inspections and implementation of individual projects are in line with the achievement of the RPNGCs Corporate Goals
  • Support the Constabulary’s Code of Ethics by demonstrating a visible personal commitment to the Constabulary’s Corporate Vision, and overall objectives.
  • Proactively identifying, reporting, and addressing risks and issues and responsible for all general administration of the Section and carry out duties as directed.\

5. NATURE AND SCOPE

The Senior Works Officer, is based at Police Headquarters at Konedobu and plays an important role in the Constabulary as an integral part of the Lands & Building Branch in a variety of works management duties some of which are but not limited to, Contractor Management, Preventative planned maintenance control, Reactive maintenance control, Asset management and task management system utilisation, Provide record management services.This role is crucial for maintaining the integrity and smooth operation of in the RPNGC. At times it may require travel to other commands for project purposes.

 

5.1 WORKING RELATIONSHIP

(a) Internal

ACP Logistics and other staff of the division, Subordinate Provincial Police Commanders, Assistant Commissioners of Police, DCP Administration, FAS Finance & Administration, Other Divisional Commanders

Liaises and consults with:

Law & Justice Sector agencies, PNG – Australia Policing Partnership, GoPNG Departments, Lands & Physical Planning, National Housing Commission, NCDC, Diplomatic Corp, Provincial Governments, Chamber of Commerce, Church groups, NGOs

5.2 WORK ENVIRONMENT

A Senior Works Officer manages minor projects, resources and the Maintenance Section for minor infrastructure or building projects, focusing on planning, procurement, implementation, and compliance with regulations like health, safety, and environmental standards.

This position provides lead direction and functional supervision to Maintenance Section and contractors.

The incumbent further mentors and oversees the Maintenance Section and ensures projects undertaken meet strategic goals and quality benchmarks. His/Her responsibilities include developing work plans, overseeing budgets, managing contracts, monitoring performance, and ensuring adherence to existing laws and regulations.

6.3 Recommendations

• To provide recommendations to the ACP Logistics through the staff officer on how to develop the Lands & Building Section to achieve the objectives of the RPNGC

7. CHALLENGES

  • The position is ranked at the RPNGC Uniform rank of Chief Inspector and is within the strategic leadership levels of the Constabulary. The Senior Works Officer within the Lands & Building Branch conducts inspections of Police buildings such as Stations, Offices and accommodation in NCD to identify the need for preventative or when urgent maintenance is requested.
  • Primarily the position is required to prepare work orders, supervise and ensure completion of allocated tasks by contractors, Co-ordinate, supervise and control all new Police buildings and housing programme with Works Department, Contractors and other Statutory authorities. Responsibilities include allocating jobs, distributing material and supervise works for day labour and arrange purchase of material.
  • The job holder is challenged to ensure effective management of employees at and their various Command workshop, carry out supervision works as directed by Staff Officer Lands & Buildings and must be able to produce an annual program of works with estimates to ensure a continuous workload for wages employees. This includes ensuring that all employees are accountable for their time and materials based on all works and they fill out a daily log sheet of duties performed. To ensure continuation of services when key personnel are on leave the job holder is required to have available a leave roster to cover the shifts to avoid delay in project completion.
  • This position involves leadership and management responsibilities primarily to control and direct the work of the section in particularly in manpower planning, preparation of long-term maintenance works programme, locating suitable site for development of police facilities in liaison in close consultation with Lands Department and other Government authorities.
  • The jobholder must have excellent interpersonal skills with relevant work experience and the ability to work as a team. The job holder is challenged to work closely with the ACP Logistics to control the maintenance of all police buildings and supervise staff engaged on maintenance activities that fixed assets are kept in satisfactory condition. Other challenges include preparing standards and master plans for police land and buildings including stations, barracks, messes, offices and domestic accommodations in liaison with the works authority. This will include preparation of estimates of budget submissions for technical services as and when required.

  • Bachelor's degree in Architectural Design, Project Management, building or associated fields. From a recognised Institutions.

  • Familiar with Government processes or to have worked in the Government Buildings area.

(d) Work Experience

  • More than 5 years’ experience in Lands and Building field and further, experiences working with staff as well as Contractors.
  • Experience with computer Asset control systems.
  • Experience in building repairs and Maintenance.
  • Experience with Minor New Works Projects.
  • Proven track record of successfully implementing supply chain strategies and driving process improvements.
