Job Description / Responsibilities:

1. PURPOSE

To coordinate the efficient management of the Transport Section within the Logistics Division of the RPNGC, ensuring the effective operation, maintenance, accountability, and utilization of transport assets, fuel, and transport personnel in support of policing operations nationwide. The position is responsible for maintaining an effective transport management system through fleet administration, fuel management, asset control, maintenance planning, and compliance with relevant legislation, policies, and government requirements.

2. DIMENSIONS

Responsible for monitoring transport and workshop expenditures and supporting procurement and maintenance planning.

Financial: Authorised Requisition Officer
Staff: Directly supervises approximately 12 Transport Branch personnel and provides functional oversight to transport staff in Provincial Police Commands
Others: Responsible to track the vehicle fleet of approximately 1000 vehicles

3. PRINCIPLE ACCOUNTABILITIES

  • Develop and implement effective management, accountability, utilization, and operational systems for transport assets and fuel
  • Maintaining vehicle compliance with regulations including traffic, Motor vehicle Insurance and Department of Transportation requirements and passenger safety laws.
  • Ensure the efficient procurement, distribution, monitoring, and accountability of fuel resources to support operational requirements and prevent misuse.
  • Coordinate and manage transport procurement and inventory records of vehicle and other transport assets, ensure transparent and cost-effective procurement, storage, and control of transport-related goods, services, spare parts, tools, and equipment.
  • Manage transport contractors and service providers to ensure the timely delivery of quality, cost-effective maintenance and support services.
  • Maintain good governance, compliance and Asset Accountability with all relevant legislation, policies, procedures, and asset management requirements governing transport operations.
  • Provide leadership, supervision, performance management, and professional development of transport and workshop personnel to achieve operational objectives.
  • Coordinate transport planning, reporting, and logistics support to sustain police mobility and improve operational effectiveness nationwide.

4. MAJOR DUTIES

  • Maintain and administer a central fleet management system for all RPNGC transport assets. Monitor vehicle allocation, utilization, serviceability, and compliance requirements. Conduct fleet inspections, verify provincial reports, and recommend vehicle replacement, disposal, and fleet improvement initiatives.
  • Ensure safety and road worthiness of the vehicles are in order and in compliance with the road safety regulations of the country.
  • Coordinate fuel procurement, storage, distribution, and acquittal processes. Monitor fuel consumption, reconcile fuel transactions and supplier invoices, investigate discrepancies, and implement effective fuel control measures.
  • Prepare transport procurement plans, manage inventories of spare parts, tools, tyres, batteries, lubricants, and workshop equipment, and ensure compliance with National Procurement Commission procedures and inventory control requirements.
  • Contractor and Service Provider Management, manage repair and maintenance contractors, monitor service delivery standards, verify completed work, certify invoices, and ensure value for money in outsourced transport services.
  • Governance, Compliance and Asset Accountability, Maintain effective internal controls and accurate transport records. Support audits and inspections, enforce compliance with legislative and policy requirements, and investigate breaches, losses, or misuse of transport assets.
  • Human Resource Management and Leadership, Supervise transport officers, mechanics, drivers, and workshop personnel. Allocate duties, monitor performance, conduct staff appraisals, identify training needs, and promote discipline, professionalism, and workplace safety.
  • Strategic Planning, Reporting and Logistics Support, Prepare annual work plans, budgets, procurement plans, and management reports. Analyse transport performance data, support strategic planning processes, and coordinate logistics support for routine policing activities and special operations.

5. NATURE AND SCOPE

The incumbent is responsible for coordinating fleet management, workshop operations, fuel management, and transport asset control to support RPNGC operations nationwide. The position requires sound judgment to ensure the efficient utilization, maintenance, accountability, and compliance of transport resources across all Police Commands.

5.2 WORK ENVIRONMENT

The role operates in a demanding transport and logistics environment supporting police operations throughout Papua New Guinea. The role requires regular coordination with Police Commands, workshops, suppliers, and contractors to maintain fleet availability and operational mobility. The incumbent must be capable of working under pressure to meet operational priorities and urgent transport support requirements.

6. CONSTRAINTS FRAMEWORK AND BOUNDARIES

6.1 Rules/procedures

The Police Act, RPNGC Constabulary Standing Orders, Public Service (Management) Act, Public Finance (Management) Act, National Procurement Act and associated regulations, PNG Government General Orders (2012), Public Service Code of Conduct and Ethics, PNG Planning and Monitoring Responsibility Act 2016, Government Asset Management Policies and Guidelines, Occupational Health and Safety requirements, and Relevant RPNGC policies, procedures, and directives

6.2 Decisions

To make routine operational decisions on transport, fleet, workshop, and fuel management activities within approved delegations and established policies.

6.3 Recommendations

• To provide advice to the Director Transport and Assistant Commissioner Logistics on transport operations, asset management, resource priorities, and service delivery improvements.

7. CHALLENGES

  • Managing according to plans, activities, and budget, while employing appropriate transport logistics control mechanisms
  • Ensure the tracking and safe keeping of all transport assets, including inventories of spare parts and other supplies
  • Constant communication with fuel suppliers to enable reconciliation of purchase orders with deliveries and the prompt correction of errors
  • Regular liason with the Finance Directorate on the timely allocation of funds and payment of invoices
  • Maintaining up-to-date vehicle information particularly from the police commands outside of the NCD
  • Introduce and maintain a hire car policy that would preclude the prevalent unauthorized use of hire cars
  • Managing and maintaining a geographically dispersed fleet across PNG while ensuring accurate asset accountability and reporting.
  • Controlling fuel consumption, reducing vehicle downtime, and managing maintenance costs within resource constraints. Ensuring compliance with procurement and financial regulations while strengthening transport systems, controls, and operational efficiency.

  • Possess an appropriate Diploma or Bachelor's Degree in Logistics Management, Transport Management, Fleet Management, Asset Management, Business or related field from am recognised training Institution.

  • At least five (5) years' middle management experience and ten (10) years' relevant experience in transport, logistics, fleet management, workshop operations, or asset management.
  • Demonstrated experience managing vehicle fleets, workshop operations, and transport resources, preferably within the public sector, disciplined forces, or a large operational organisation.
