Job Description / Responsibilities:

1. PURPOSE

The incumbent to manage and oversee infrastructure development, construction, maintenance and workshop operations for the Works Branch of the Logistics Division, ensuring projects are delivered safely, efficiently and in compliance with approved standards, budgets, timelines and RPNGC policies. The position supports the development, maintenance and sustainability of police facilities and infrastructure throughout Papua New Guinea.

The Project Manager is responsible for managing RPNGC infrastructure, maintenance, and development projects.

3. PRINCIPLE ACCOUNTABILITIES

  • Accountable for managing infrastructure development, construction, maintenance and refurbishment projects for RPNGC facilities nationwide.
  • Accountable for planning, coordinating and monitoring project activities to ensure timely and cost-effective project delivery.
  • Accountable for managing workshop operations, technical staff, contractors and project resources to support infrastructure programs.
  • Accountable for ensuring compliance with engineering, building, procurement, workplace health and safety, and government regulatory requirements.
  • Accountable for monitoring project budgets, resource utilization, procurement activities and asset management processes.
  • Accountable for preparing project reports, progress updates, technical documentation and recommendations for management decision-making.
  • Accountable for maintaining effective stakeholder relationships and supporting strategic infrastructure initiatives of the Constabulary.

4. MAJOR DUTIES

  • Manage construction, maintenance, rehabilitation and refurbishment projects for police stations, barracks, residential housing and operational facilities.
  • Coordinate project implementation activities, ensuring project objectives, timelines and quality standards are achieved.
  • Oversee project inspections, progress assessments and handover of completed works.
  • Develop project plans, work schedules, implementation strategies and resource allocation plans.
  • Monitor project progress and address implementation issues affecting project outcomes.
  • Prepare project proposals, feasibility assessments and recommendations for management consideration.
  • Supervise workshop operations and coordinate trades personnel engaged in construction and maintenance activities.
  • Manage project resources, equipment, vehicles, machinery and construction materials.
  • Coordinate contractors, consultants and service providers to ensure satisfactory performance and contractual compliance.
  • Ensure projects comply with approved specifications, engineering standards, contract requirements and building codes.
  • Implement workplace health and safety requirements across all project sites and workshop operations.
  • Conduct project audits, quality inspections and risk assessments, and implement corrective actions where required.
  • Monitor project expenditure and ensure efficient use of approved budgets and resources.
  • Assist with procurement planning, tender evaluations and contract administration processes.
  • Maintain accurate project records, asset registers and material inventory systems.
  • Prepare project performance reports, briefs, submissions and management updates.
  • Maintain project documentation, technical records and correspondence.
  • Provide technical advice and recommendations to senior management on infrastructure priorities and emerging issues.
  • Liaise with government agencies, contractors, consultants, provincial authorities and development partners.
  • Support implementation of strategic infrastructure and capital works programs.
  • Perform other duties as directed by the Director Logistics Works.

5. NATURE AND SCOPE

This is a senior role within the Works Branch of the Logistics Division, responsible for coordinating and overseeing infrastructure development, construction, maintenance and refurbishment projects that support RPNGC operations nationwide. The role provides leadership in project planning, implementation and monitoring, while liaising with internal stakeholders, government agencies, contractors and consultants to ensure projects are delivered efficiently, safely and in accordance with approved standards, budgets and timelines.

5.2 WORK ENVIRONMENT

The position operates within both office and field environments and requires regular travel to project sites throughout Papua New Guinea. The incumbent is expected to undertake field inspections of major construction, maintenance and rehabilitation projects and provide direct oversight of contractors and technical personnel. The role requires the management of multiple priorities under demanding operational conditions and may involve emergency infrastructure restoration following natural disasters, civil disturbances or operational incidents.

6.1 Rules/procedures

The incumbent shall perform duties in accordance with Constitution of Papua New Guinea, Police Act 1998, Public Finances (Management) Act 1995, Public Service Management Act, National Procurement Act, Building Act and Building Regulations, Occupational Health & Safety requirements, RPNGC Standing Orders, Government Infrastructure Delivery Policies, Relevant Engineering and Construction Standards

6.2 Decisions

Exercises project management authority within approved delegations and established policies. Makes operational decisions relating to project implementation, scheduling, resource deployment and contract administration.

6.3 Recommendations

• Provides technical and project management recommendations on construction, maintenance, procurement and infrastructure development matters.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  • Possess an appropriate Bachelor's Degree in Project Management, Civil Engineering, Construction Management, Building Technology, Architecture, Quantity Surveying or related discipline. Certified Project Management qualification (PMP or equivalent) is highly desirable.

(b) Knowledge

  • Experience within government infrastructure programs, law enforcement agencies, defence organisations or public sector construction projects would be highly advantageous.
