Job Description / Responsibilities:
1. PURPOSE
To effectively and efficiently lead, manage and oversee the planning, production, and distribution of all final production of designated documents and materials for the Royal Papua New Guinea Constabulary, particularly Material Production and Legislation Units to ensure the provision of quality and timely printing, publication, photographic and video services to the Royal Papua New Guinea Constabulary are aligned to the organisational Goals of the Constabulary.

Others: The ACP Logistics is accountable for the Directorate’s budget and expenditure approval; however, the Director is responsible for preparation, submission and review of the Publication Directorate recurrent budget, work plans and its activities and approval of requisition within its unit.
3. PRINCIPLE ACCOUNTABILITIES
- Direct and control the activities of all components of the Publications Directorate including Material Production unit, Legislation and maintenance of printery; formulate strategies and policies; prepare, administer and regularly review the Directorate budget to ensure efficient and effective operations.
- Lead and oversee the preparation, submission and review of the Publications Directorate recurrent budget, annual work plans and activities, including approval of requisitions and expenditure within delegated authority.
- Monitor activities, evaluate the performance of all component sections and ensure that acceptable standards of workmanship, publication quality and performance are maintained and that Branch objectives are achieved.
- Maintain close liaison with operational and administrative areas of the Constabulary to remain informed of current policing practices, procedures and organizational developments relevant to publications and communications.
- Establish and maintain effective relationships with external departments, agencies and institutions that support and facilitate the work of the Publications Branch.
- Provide regular briefs and reports to the Assistant Commissioner Logistics on matters affecting the operations of the Publications Branch, including policy, legal, procedural and organizational developments impacting the Directorate.
- Manage staff performance and development in accordance with agreed performance expectations; build technical capability within the Directorate; and ensure compliance with good employment practices, equity principles, occupational health and safety standards and organizational policies.
4. MAJOR DUTIES
- Lead the planning, coordination and production of all logistical and corporate publications.
- Oversee,dDevelop and maintain annual publication plans, schedules and publication calendars. Prepare and manage Branch budgets, resource allocations and operational priorities. Carry out other duties as required, consistent with the functions of the Branch.
- Develop and monitor annual work plans and publication programs. Approve procurement requests, printing requirements and publication-related expenditures. Prepare regular reports on publication activities, outcomes and budget performance. Ensure efficient utilization of resources to meet publication objectives and timelines.
- Oversee graphic design, editorial review, layout and printing processes. Review, approve and ensure the accuracy, consistency and quality of all publications, reports and communication materials. Monitor publication timelines and delivery standards to ensure operational requirements are met. Maintain archives and records of publications for reference, auditing and quality assurance purposes.
- Engage with stakeholders across divisions to gather, verify and coordinate publication content. Draft, review and approve content for official reports, briefs, newsletters and media releases. Ensure publications accurately reflect current Constabulary policies, programs and operational activities. Coordinate publication support for operational, administrative and public information requirements.
- Liaise with government agencies, media organizations, printing services and professional bodies on publication-related matters. Coordinate publication distribution and information-sharing initiatives with relevant stakeholders. Facilitate stakeholder feedback to improve publication effectiveness and communication outcomes. Promote the professional image and reputation of the Royal Papua New Guinea Constabulary through quality publications and communication products.
- Prepare and present reports, briefings and recommendations on publication activities and emerging issues. Manage and oversee digital publication channels, including the RPNGC website and social media platforms. Ensure timely dissemination of publications for operational, strategic and public engagement purposes. Provide professional communication advice and support to senior management when required.
- Conduct performance appraisals and provide coaching, mentoring and professional development opportunities for staff. Develop the technical competencies of publication personnel in editorial, design, digital content and communication disciplines. Promote a safe, respectful and productive working environment consistent with employment and occupational health and safety requirements. Support and uphold the Constabulary Code of Ethics, Corporate Vision, Values and strategic objectives. Provide informed leadership, guidance and direction to Publications Directorate personnel to ensure the successful implementation of organizational goals and standards.
5. NATURE AND SCOPE
5.1 WORKING RELATIONSHIP
(a) Internal
The position holder works across all directorates, and executive management to provide the necessary and required production and supply of books, publications, leaflets, pamphlets, etc. for required use of the members of the Constabulary. Internal relationship includes the office of the Commissioner, Deputy Commissioners, Assistant Commissioners and Directors. RPNGC Printing Facility
(b) External
The position has external working relations with suppliers of office stationery, equipments and materials such as Government Printing Office, Business Houses, relevant Government & Non-Government Agencies, Law & Justice Sector, PNG Defense Force and Corrective Institutional Services (CIS). Also maintains liaison with other Pacific Islands Publications to share best practices and information to be able to compete internationally.
5.2 WORK ENVIRONMENT
- The position involves reviewing police legislation and rewriting related publications, which requires significant effort.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS
(a) Qualifications
- Diploma in Public Policy and Administration or a related field. Trade Certificates in Printery, Graphics, and/or Video Production. Completion of Superintendent All Class Examination. Senior Police Executive Management Training. Junior Commanders Course and Senior Command or other Police Management Courses
(b) Knowledge
- The Public Service Finance Management Act

- Be willing to learn the Police Act and Constabulary Standing Orders.
- Conversant with laws and acts of Parliament.
- Technical knowledge of policy development, monitoring, and evaluation.
- Proven experience within the Police, other disciplined organisations or similar functions.
