Job Description / Responsibilities:

1. PURPOSE

The L.A.M.E Airframe Officer - Air Operations is responsible for the inspection, maintenance, servicing, repair, testing and certification of aircraft airframe structures and associated mechanical systems operated by the RPNGC Airwing. The position ensures that aircraft structures and mechanical systems remain serviceable, reliable, structurally sound and compliant with approved maintenance requirements and applicable aviation safety and regulatory standards.

The position provides specialist technical advice to the Director of Air Operations and Airwing management on airframe maintenance, aircraft serviceability, structural integrity, technical defects, maintenance requirements, operational readiness and airworthiness matters. The officer also supports the safe and effective deployment of RPNGC aircraft in support of law enforcement operations, search and rescue, medical evacuation, disaster response and other national operational requirements.

2. DIMENSIONS

The position has no direct financial delegation but provides specialist technical input to the Director Air Operations and Airwing management in relation to airframe maintenance requirements, aircraft technical support, procurement of aircraft components, maintenance planning and annual operational requirements

3. PRINCIPLE ACCOUNTABILITIES

  • Accountable for Aircraft Maintenance Execution by performing scheduled and unscheduled airframe maintenance, repairs, and modifications on aircraft structures of RPNGC in strict compliance with manufacturer manuals and procedures
  • Accountable for Certification & Compliance to certify completed maintenance work under appropriate licensing authorizations, ensuring adherence to CASA PNG and international airworthiness regulations.
  • Ensure Safety and Quality Control are at international standard by maintaining safe working environments, follow environmental rules, and report or escalate any defects or safety risks immediately.
  • Accountable for Documentation by Completing and sign off on all technical logs, maintenance records, and company documentation accurately
  • Accountable for Technical Training & Mentorship by Providing on-the-job training, guidance, and skills transfer to junior or apprentice mechanics within the engineering team

4. MAJOR DUTIES

  • Ensuring the safe, effective and reliable operation of aircraft airframe structures and associated mechanical systems under the responsibility of RPNGC Airwing.
  • Conducting inspections, scheduled maintenance, fault diagnosis, repairs, testing and functional checks of aircraft airframe and mechanical systems within the officer's approved license and scope of authority.
  • Ensuring airframe maintenance is performed in accordance with approved maintenance data, aircraft maintenance manuals, structural repair information, technical instructions and applicable aviation regulations.
  • Maintaining accurate and up-to-date aircraft technical records, maintenance documentation and defect rectification records.
  • Identifying, assessing and reporting structural and mechanical defects that may affect aircraft safety, serviceability or operational capability.
  • Inspecting aircraft structures for corrosion, cracks, fatigue, deformation, impact damage and other defects that may affect structural integrity or airworthiness.
  • Advising the Director Air Operations, Engineering Officer and Operations Officer on airframe-related technical and operational matters.
  • Supporting aircraft maintenance planning and contributing to the development of airframe maintenance schedules.
  • Assisting with the installation, replacement, repair, modification and commissioning of approved aircraft components and systems.
  • Conducting or supporting operational checks and testing of flight controls, landing gear, hydraulic systems, fuel systems and other aircraft mechanical systems.
  • Ensuring airframe maintenance tools, equipment and specialist ground-support equipment are properly maintained and serviceable.
  • Liaising with approved maintenance organizations, manufacturers, suppliers and aviation authorities regarding airframe technical matters.
  • Supporting the preparation of technical specifications and requirements for procurement of aircraft components, spare parts, tools, equipment and maintenance services.
  • Providing technical support during aircraft deployments, operational taskings and emergency situations were required.
  • Providing technical guidance, mentoring and training to junior Airwing personnel in aircraft maintenance safety, airframe inspection procedures and basic maintenance practices.
  • Promoting a strong safety culture and ensuring compliance with RPNGC and aviation safety requirements.
  • Upholding the Constabulary's Code of Ethics and maintaining the highest standards of professional conduct, integrity and accountability.
  • Carrying out other duties consistent with the responsibilities, operational requirements and objectives of the Airwing Directorate.

5. NATURE AND SCOPE

The L.A.M.E Airframe Officer operates within the Airwing Directorate and provides specialist aircraft maintenance and airframe engineering support to ensure the operational readiness, structural integrity and airworthiness of RPNGC aircraft.

The position requires a high level of technical competence, professional judgement and attention to detail, particularly in the inspection, maintenance, fault-finding, repair, testing and certification of aircraft airframe structures and associated mechanical systems.

5.2 WORK ENVIRONMENT

The L.A.M.E Airframe Officer works in a highly technical aviation environment where aircraft structural integrity, serviceability, safety and operational readiness are critical.

The position may require work in hangars, workshops, operational locations, remote airstrips and temporary deployment areas. The officer may also be required to provide technical support outside normal working hours to meet operational requirements.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  • Minimum qualification of a Certificate, Diploma or equivalent recognized qualification in Aircraft Maintenance Engineering, Aeronautical Engineering or a related aviation discipline.
  • Must hold a current and relevant Licensed Aircraft Maintenance Engineer (L.A.M.E.) license or recognized equivalent, with appropriate airframe/mechanical privileges applicable to the aircraft operated by the RPNGC Airwing.

(b) Knowledge

  • Sound knowledge of aircraft communication, navigation, instrumentation, electrical, electronic and associated avionics systems
  • Knowledge of aviation safety management principles, human factors and aircraft maintenance safety practices.
  • Sound knowledge of flight planning, navigation, weather assessment, aircraft performance and fuel management.
  • Sound understanding of police operations, procedures, and legislation.
  • Knowledge of RPNGC policies, SOPs, and ethical standards
  • Sound understanding of Police Act, Police Standing Orders, CASA PNG
  • Knowledge of geographical features and weather patterns of PNG

(c) Skills

  • Demonstrate ability to interpret aircraft wiring diagrams, electrical schematics, technical publications and maintenance manuals.
  • Competence in the use of approved avionics test equipment, diagnostic equipment, maintenance tools and electronic test instruments.
  • Sound understanding of aircraft maintenance procedures, airworthiness requirements, technical records and maintenance documentation.
  • Ability to identify, diagnose and rectify technical faults accurately and within approved maintenance procedures.

  • Minimum 5 years' relevant experience in aircraft airframe maintenance or aviation engineering, with demonstrated operational experience preferred.
  • Demonstrated experience in law-enforcement aviation, military aviation, government aviation or commercial aviation operations.
