Job Description / Responsibilities:

1. PURPOSE

The Pilot is responsible for the safe, effective and lawful operation of RPNGC aircraft in support of national policing, security and emergency-response objectives.

The position provides critical aviation capability for surveillance, reconnaissance, rapid deployment, search and rescue (SAR), medical evacuation (medivac), disaster response, logistical support and other approved operational missions.

The Pilot provides specialist aviation advice to the Director Air Operations on flight operations, mission planning, aviation safety, aircraft performance, operational risk and flight readiness. The position ensures that all flight activities are conducted in accordance with applicable Civil Aviation requirements, approved operating procedures and RPNGC operational standards.

2. DIMENSIONS

The position has no direct financial delegation but contributes specialist aviation input to operational planning, aircraft utilization, mission requirements, fuel planning and operational cost management.

3. PRINCIPLE ACCOUNTABILITIES

  • Conducting surveillance and reconnaissance missions in support of law enforcement operations.
  • Transporting and deploying RPNGC personnel for CID, Mobile Squad, Special Operations and other authorized operational missions.
  • Supporting search and rescue (SAR), medical evacuation, disaster response and emergency operations.
  • Transporting authorized personnel, detainees and sensitive equipment or cargo safely and securely.
  • Supporting the movement of personnel and resources to remote and inaccessible locations.
  • Conducting operations in coordination with ground commanders, operational units and approved multi-agency partners.
  • Conducting flight planning, aircraft performance assessment, fuel planning and operational risk assessment.
  • Operating aircraft in accordance with approved procedures, aircraft limitations and applicable aviation regulations.
  • Maintaining effective communication with Airwing personnel and ground-based operational teams throughout missions.
  • Providing aviation support during national security, policing and emergency-response operations.
  • Maintaining a high standard of flight safety, discipline, professionalism and operational readiness.

4. MAJOR DUTIES

  • Executing surveillance, reconnaissance, personnel deployment, medivac, SAR, disaster-response and other approved missions effectively and safely.
  • Conducting flight and mission briefings for crew and authorized passengers as required.
  • Maintaining command responsibility and situational awareness throughout assigned flight operations.
  • Safely operating RPNGC aircraft in accordance with applicable Civil Aviation regulations, approved aircraft operating procedures and RPNGC policies.
  • Conducting appropriate flight planning, mission assessment, risk assessment and pre-flight preparation before each assigned operation.
  • Assessing weather, aircraft performance, fuel requirements, route conditions, landing areas and other relevant operational factors.
  • Ensuring aircraft airworthiness and serviceability requirements have been satisfied in coordination with the Engineering Officer and relevant aircraft maintenance personnel before flight.
  • Making sound operational decisions regarding aircraft safety, weather, route selection, landing areas and continuation or termination of flight where required.
  • Coordinating closely with Loadmasters and operational units to ensure safe and effective mission execution.
  • Ensuring the safety and security of passengers, crew, aircraft and cargo always.
  • Maintaining accurate flight logs, aircraft records, operational reports and other required documentation.
  • Reporting aircraft defects, operational incidents, hazards and safety concerns through the appropriate reporting channels.
  • Supporting the training, development and mentoring of junior pilots and Airwing personnel.
  • Participating in Airwing safety management, operational briefings, debriefings and aviation risk-management activities.
  • Maintaining effective liaison with CASA PNG, aviation authorities, airport operators and approved external aviation partners.
  • Supporting the development and review of Airwing flight procedures, operational practices and aviation safety initiatives.
  • Upholding the RPNGC Code of Ethics and maintaining the highest standards of professional conduct, discipline, integrity and accountability.
  • Carrying out other duties consistent with the responsibilities, operational requirements and objectives of the Airwing Directorate.

5. NATURE AND SCOPE

The Pilot operates within the RPNGC Airwing Directorate and provides essential aviation capability in support of nationwide policing and government operations, particularly in remote and inaccessible areas where air transport is critical.

The position requires a high level of aviation competency, sound judgement, situational awareness, leadership and strict adherence to aviation safety standards.

5.2 WORK ENVIRONMENT

The Pilot operates in high-risk and dynamic aviation environments, including remote regions, mountainous and jungle terrain, maritime areas, remote airstrips and operational zones.

The position may require flying during day or night operations, subject to aircraft capability, pilot qualifications, operational approvals and prevailing conditions.

• Make recommendations on matters affecting the Directorate and its strategic solutions to the Director Airwing.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  • Minimum qualification of Commercial Pilot License (CPL) – Helicopter or Fixed Wing, as applicable to the aircraft operated by the RPNGC Airwing; ATPL preferred.
  • Must hold current and valid Civil Aviation Safety Authority of Papua New Guinea (CASA PNG) licensing and medical certification appropriate to the aircraft and duties performed.
  • Current aircraft type rating applicable to the RPNGC Airwing fleet is required; experience on aircraft such as Bell 407, Bell 412 or equivalent is highly desirable.
  • Minimum 1,500–3,000 flight hours, with substantial operational experience preferred.

(b) Knowledge

  • Sound knowledge of flight planning, navigation, weather assessment, aircraft performance and fuel management.
  • Sound understanding of police operations, procedures, and legislation.
  • Knowledge of RPNGC policies, SOPs, and ethical standards
  • Sound understanding of Police Act, Police Standing Orders, CASA PNG
  • Knowledge of geographical features and weather patterns of PNG

(d) Work Experience

  • At least five (5) years or work experience in the Aviation Companies in PNG
  • Current aircraft type rating applicable to the RPNGC Airwing fleet is required; experience on aircraft such as Bell 407, Bell 412 or equivalent is highly desirable.
  • Minimum 1,500–3,000 flight hours, with substantial operational experience preferred.
  • Demonstrated experience in law-enforcement aviation, military aviation, government aviation or commercial aviation operations.
  • Demonstrated experience in surveillance, reconnaissance, SAR, medivac, remote-area flying and other operational aviation activities.
  • Experience in sling operations or other specialized aviation operations is desirable where applicable to the Airwing's operational requirements.
