Job Description / Responsibilities:
1. PURPOSE
The position is primarily responsible for the directing & managing of media relations and organization of the press conferences and statements for the Commissioner of Police. The position is required to promote and engender positive public relations with the community as well as government and non-government organizations. Also maintains and upkeeps media releases and ensures compliance.
2. DIMENSIONS
The Director Police Media has no financial delegations and expenditure authorities under this position. ACP Public Safety (Operations) is accountable for the Divisions budget and expenditure approval; however, the Director is responsible for preparation, submission and monthly review of Police Media budget and work plans.

3. PRINCIPLE ACCOUNTABILITIES
- Make plans to share RPNGC’s work and events with the public through TV, radio, newspapers, and social media.
- Manage relationships with journalists and media companies so they can share RPNGC’s news.
- Overseeing all press releases and official statements to share important news and positive updates about RPNGC.
- Overseeing the press conferences, interviews, and other events to inform the public and media about what RPNGC is doing.
- Oversee the making of articles, social media posts, videos, and newsletters to promote RPNGC’s work.
- Prepare plans to communicate effectively during emergencies or problems to protect RPNGC’s reputation.
- Collaborate with other parts of RPNGC to make sure everyone shares the same message.
4. MAJOR DUTIES
- conducting/coordinating conferences in consultation and with the Executive Management.
- Overseeing press releases and provide accurate &/or timely responses on issues of policy or issues which effect the public profile of the constabulary.
- Write speeches for senior and executive management.
- Overseeing national and international media, prepare media write-ups in response to Police related issues for Commissioner’s review and release appropriately in a timely and ethical manner and ensure protection of Royal PNG Constabulary reputation.
- Promote Constabulary initiatives in the media and other public firm; including arranging and promoting special events, including estimations, shows and conferences for review with Commissioner for endorsement for release. Coordinate media coverage on special events such as national elections, disasters, conferences.
- Liaise closely with Community Policing to promote police operations through the annual production of the police official magazine and weekly media broadcast/programmes such as crime stoppers.
- Maintain close liaison between the Constabulary and the national and international media and share best practices including community groups, business organizations and Government representatives.
- Review, edit and produce publications including newsletters, brochures and fact sheets; take photographs; and produce internal for posting to relevant websites to promote Police operations.
- Prepare Directorate’s annual budget estimates, submit and monitor performance. Report on operational action plans and budgets to ensure that RPNGC goals are achieved within allocated budgets and to realise savings through synergies.
- Review and assess existing internal control systems and processes to identify requirements and recommend improvement strategies and plans. Ensure to monitor the provision of appropriate media communication &/or public relations services to the government and the public.
- Prepare and report on annual action plans, their implementation, monitoring and evaluation, and the production of quarterly performance reports to the Corporate Planning through the Commissioner’s office.
- Manage performance appraisals for subordinates according to their agreed performance expectations, develop the technical skills capability of the department to ensure effective performance is maintained at all levels.
- Support the Constabulary’s Code of Ethics by demonstrating a visible personal commitment to the Constabulary’s Corporate Vision, and overall objectives. Provide informed advice and direction to Police Media Division staff to successfully implement the Constabulary’s Corporate Values.
5. NATURE AND SCOPE
Constabulary, as part of the Law and Justice Sector, aims to deliver quality law and justice services. It plans to align with the Sector’s Strategic Framework to promote a just, safe, and secure society. The Police Media Unit works with community policing to improve public perception of the RPNGC and needs regional reporters and more media equipment to operate effectively.
5.1 WORKING RELATIONSHIP
(a) Internal
Close liaison, consultation and interaction on behalf of the Commissioner with, Government Department Heads, Statutory organizations, Other Police Force Commissioners, Chairman of the Policy Executive Committee (PEC), Director of the Executive Support Unit, Senior Executives of the RPNG Constabulary, Provincial Police Commanders and Directors, Media Release Unit and Corporate Planning Unit

The job holder has external working relationship with National Media, Police Association, Law & Justice Sector (for promotional information), International Media such as ABC, Radio and General Public
5.2 WORK ENVIRONMENT
The unit works closely with the Community Policing section to assist in reaching out to the public to improve the image of the RPNGC. There is a need to establish police stringer &/or freelance reporters in the regions and provinces to report all police news to the Director for editing before releasing them to the public media. To make the unit more effective and efficient, additional media equipment is required. The unit’s focus involves setting up the Commissioner’s website, reporting major Police Operations, and other Law & Order related issues. The section has rejuvenated the publication of the Police Raun Magazine, which is popular and in high demand, featuring stories and segments in a glossy format. The magazine is distributed to companies, institutions, and supermarkets, generating income for the unit.
6. CONSTRAINTS FRAMEWORK AND BOUNDARIES
6.1 Rules/procedures
Adherence to relevant laws and guidelines such as the Media Act, Code of Conduct for Media Practitioners, Police Act, Constabulary Standing Orders, Public Information and Communication Policies, and organizational protocols for media engagement.
6.2 Decisions
The authority to make timely and effective media-related decisions independently, provided these decisions align with the established communication policies, organizational principles, and the guidelines outlined above.
6.3 Recommendations
• Propose and advise on media engagement strategies, communication approaches, and informational campaigns that impact the Directorate. Submit strategic suggestions and media plans for review and approval by the Communications Manager or designated senior authority
7. CHALLENGES
- The job holder is challenged to continuously support and contribute to public awareness through the Police Crime Stoppers program on local television, which is corporate-sponsored.
- The job holder is challenged to continuously secure sponsors from institutions for the publication of the Police magazine, as well as to produce the Crime Stoppers broadcast.
- Maintaining awareness activities through police news in mass media in close liaison with the Community Policing Unit.
- Increasing Police understanding of core Police Media functions through awareness and educational workshops to enhance knowledge.
- The job holder is challenged to continuously generate income through the sale of the Police Raun Magazine to help the unit become more self-reliant in funding operations and purchasing equipment, rather than relying solely on departmental allocations.
8. QUALIFICATIONS, EXPERIENCES AND SKILLS
(a) Qualifications
- The Job holder should possess bachelor’s degree or Diploma in Journalism from Recognized Institution

- Be willing to learn the Police Act and Constabulary Standing Orders.
- Conversant with laws and acts of Parliament.
- Technical knowledge of policy development, monitoring, and evaluation.
- Proven experience within the Police, other disciplined organisations or similar functions.
- Strong knowledge of leadership, management, and discipline of subordinate staff.

- High level of experience and competence in Police Executive Management with more than 5 years experience in journalism at management levels. Management experience with Police Force or related industries and public relations assignments including planning, coordination, and delivery. Managing and leading a small team, Exposure as a career Police Officer. Demonstrated high-level expertise in managing policy and program activities within a changing strategic environment
