Job Description / Responsibilities:
1. PURPOSE
The Research, Policy and Planning Officer is responsible for conducting evidence-based research, policy analysis, organizational and operational planning, and performance-related studies to support the strategic direction, organizational development and effective delivery of policing services by the Royal Papua New Guinea Constabulary (RPNGC).
The position provides reliable research findings, policy advice, planning information, analytical reports and recommendations to assist senior management in making informed decisions concerning policing priorities, organizational performance, resource allocation, service delivery and institutional development.

Others: The position contributes to the development, review and implementation of RPNGC policies, corporate plans, strategic initiatives, organizational reviews and evidence-based planning processes consistent with Government priorities and applicable laws, policies and administrative requirements.
3. PRINCIPLE ACCOUNTABILITIES
- Lead and coordinate research activities that provide reliable evidence for RPNGC policy, planning, organisational development and operational decision-making.
- Coordinate the development, review and evaluation of RPNGC policies to ensure they are relevant, evidence-based, consistent with legislation and aligned with Government and organisational priorities.
- Provide professional support for the development, implementation and review of RPNGC strategic and corporate plans.
- Support the RPNGC in measuring and improving organisational performance through effective performance frameworks, indicators and reporting systems.
- Ensure accurate, reliable and accessible information is available to support research, policy development and organisational planning.
- Coordinate policy and planning activities across RPNGC formations to ensure consistency, integration and alignment with organisational priorities.
- Evaluate the effectiveness and relevance of RPNGC programmes, policies and initiatives and provide recommendations for improvement.
- Provide accurate, timely and impartial professional advice to senior RPNGC management on research, policy and planning matters.
4. MAJOR DUTIES
- Develop annual and project-specific research plans aligned with RPNGC priorities and
- conduct qualitative and quantitative research on policing, crime, organisational, workforce and community-related issues.
- Identify research priorities and emerging issues affecting policing and public safety.
- Coordinate policy development projects assigned to the Directorate.
- Review existing RPNGC policies to determine relevance, effectiveness and implementation requirements and Conduct policy research and environmental scanning to identify emerging policing issues
- Coordinate inputs into the development of the RPNGC Strategic Plan and assist directorates, regions and provincial commands to develop operational and business plans.
- Translate strategic priorities into measurable objectives, outputs, activities and performance indicators.
- Develop and maintain organisational performance frameworks and
- Assist in developing Key Result Areas (KRAs), Key Performance Indicators (KPIs) and performance targets.
- Establish appropriate performance measurement methodologies.
- Develop information requirements for research and planning activities and Collect and consolidate data from relevant RPNGC formations.
- Validate data received from directorates, regions and provincial commands.
- Identify data gaps affecting policy and planning decisions.
- Liaise with directorates, regions and provincial commands on planning and policy matters and Coordinate planning workshops and consultation meetings, Provide technical advice to formations on planning methodologies.
- Develop evaluation frameworks for major RPNGC programmes and initiatives and Establish evaluation criteria, indicators and data requirements.
- Conduct baseline, process, outcome and impact assessments where appropriate.
- Prepare executive briefs for the Management through the Director Research & Development and provide analytical advice on emerging organisational and policing issues.
- Prepare submissions for senior management consideration.
5. NATURE AND SCOPE
5.1 WORKING RELATIONSHIP
(a) Internal
- Reports directly to Director Research & Development.
- Where required, may be called directly by Executive Management.
- Divisional heads (ACPs).
- Activity Managers (PPCs & Directors).

- Liaise/consult with other Law & Justice Sector Officials.
- Other officials from relevant Departments and agencies.
- Other Stakeholders where appropriate.

5.2 WORK ENVIRONMENT
This is a position responsible for providing advice to internal and external clients on existing policies, identify areas for improvement, and propose strategies to address policy gaps and achieve RPNGC objectives short/long terms. This space of work is more of reasoning, analysis and resolution.

• This position should possess several crucial recommendations to excel administratively. These recommendations encompass a strong commitment to the security and confidentiality of all information coming to and going from the office of the Director Research & Policy
7. CHALLENGES
- Excessive distractions that prevent effective planning.
- Lack of Systems, inadequate resources and funding.
- Limited work force to complete tasks, and impractical organizational planning.
8. QUALIFICATIONS, EXPERIENCES AND SKILLS
(a) Qualifications
- A minimum of Bachelor degree in Public Policy & Management, Social Science, Research Methodologies or related field
(b) Knowledge
- Public Service (Management) Act.
- General Orders.
- Policy development processes, including research methodologies, stakeholder engagement, and regulatory frameworks.
- Police Act.
- Constabulary Standing Orders (CSOs).
- RPNGC Code of Conduct & Ethics.
- Law & Justice Sector National Framework.
- GoPNG 2050 Vision, MTDP4 and other development plans.

- Strong analytical and research skills, with the ability to collect, interpret, and present data effectively.

- Familiarity with statistical analysis software and data visualization tools.
- Excellent written and verbal communication skills, including the ability to prepare clear and concise reports and presentations.
- Proficiency in Mathematics with skills to translate complex mathematical information into understandable reports.
- Attention to detail and the ability to manage multiple tasks and prioritize effectively
- Ability to recognize patterns and trends in large data sets and use numerical information to develop operational strategies.

(d) Work Experience
- Minimum of Five (5) years’ work experience in a government organization as a researcher, especially in the Law & Justice Sector setting, relevant experience in research, policy analysis, planning, monitoring and evaluation or organisational development
- Experience working within a government, law-enforcement, public-sector or comparable organization is desirable.
