Job Description / Responsibilities:
1. PURPOSE
To conduct, coordinate and analyze research to support evidence-based policy development, strategic planning, organizational decision-making and operational improvements within the Royal Papua New Guinea Constabulary.
The position collects and analyses quantitative and qualitative information from RPNGC commands, divisions, regions, provinces and other relevant sources; identifies trends and emerging issues; prepares research reports, policy briefs and recommendations; and provides reliable evidence to assist senior management in policy formulation, organizational planning, resource allocation and performance improvement.

3. PRINCIPLE ACCOUNTABILITIES
- Conducting research on policing, organisational, operational, workforce and policy issues affecting the RPNGC.
- Providing evidence-based information to support policy development and strategic planning.
- Collecting, validating and analysing data from RPNGC and relevant external sources.
- Identifying trends, gaps, emerging issues and risks that may affect policing services and organisational performance.
- Preparing research reports, policy briefs, discussion papers and analytical papers for management consideration.
- Conducting research evaluations and reviews of existing policies, programmes and initiatives.
- Maintaining research databases, records and information repositories relevant to policy and planning.
- Establishing and maintaining research partnerships with relevant government agencies, academic institutions and other stakeholders, where authorized.
- Ensuring research activities comply with RPNGC policies, government requirements, ethical principles and information-security requirements.
4. MAJOR DUTIES
- Develop research proposals, research plans and research methodologies in consultation with the Policy and Planning Division.
- Identify priority research areas based on RPNGC strategic priorities, operational requirements and emerging policing issues and develop research questions, objectives, scope and expected outcomes
- Collect relevant information from RPNGC commands, divisions, regions, provinces and police stations through surveys, interviews, focus groups, consultations and document reviews where appropriate to analyse and provide evidence-based information.
- Identify research risks and develop appropriate mitigation measures.
- All reports such as Research Presentations, Organizational Review papers, survey reports, evaluations report etc.. must be accurate, objective, evidence-based and presented in a format suitable for management decision-making.
- Supporting policy and strategic planning processes through research findings and evidence.
- Conduct research to establish baselines for RPNGC programmes and projects, supporting evaluation of policies, programmes and strategic initiatives and assess whether programmes are achieving intended objectives
- Supporting organizational reviews and planning studies undertaken by the Policy and Planning Division.
- Research completion reports must be updated and kept for further decision making as and when required
- Liaise with relevant RPNGC divisions and commands regarding research activities and Consult with other government agencies and approved external stakeholders.
- Develop working relationships with research institutions and academic organisations where authorized.
- Ensure research is conducted according to approved methodologies, Apply appropriate ethical standards to research involving people and sensitive information and ensure research findings are supported by reliable evidence.
5. NATURE AND SCOPE
5.1 WORKING RELATIONSHIP
(a) Internal
- Reports directly to Director Research & Development.
- Where required, may be called directly by Executive Management.
- Divisional heads (ACPs).
- Activity Managers (PPCs & Directors).
(b) External
- Liaise/consult with other Law & Justice Sector Officials.
- Other officials from relevant Departments and agencies.
- Other Stakeholders where appropriate.

5.2 WORK ENVIRONMENT
This is a position responsible for providing advice to internal and external clients on existing policies, identify areas for improvement, and propose strategies to address policy gaps and achieve RPNGC objectives short/long terms. This space of work is more of reasoning, analysis and resolution.

• This position should possess several crucial recommendations to excel administratively. These recommendations encompass a strong commitment to the security and confidentiality of all information coming to and going from the office of the Director Research & Policy
7. CHALLENGES
- Excessive distractions that prevent effective planning.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS
(a) Qualifications
- A minimum of Bachelor degree in Public Policy & Management, Social Science, Research Methodologies or related field
(b) Knowledge
- Public Service (Management) Act.
- General Orders.
- Policy development processes, including research methodologies, stakeholder engagement, and regulatory frameworks.
- Police Act.
- Constabulary Standing Orders (CSOs).
- RPNGC Code of Conduct & Ethics.
- Law & Justice Sector National Framework.
- GoPNG 2050 Vision, MTDP4 and other development plans.
- preparing analytical reports and policy papers, collecting and analysing organizational or operational data
- Knowledge of law enforcement principles, policies, and practices.
- Understand quantitative and/or qualitative research,.
(c) Skills
- Strong analytical and research skills, with the ability to collect, interpret, and present data effectively.
- Coordinating research projects and stakeholder consultations.
- Familiarity with statistical analysis software and data visualization tools.
- Excellent written and verbal communication skills, including the ability to prepare clear and concise reports and presentations.
- Proficiency in Mathematics with skills to translate complex mathematical information into understandable reports.
- Attention to detail and the ability to manage multiple tasks and prioritize effectively
- Ability to recognize patterns and trends in large data sets and use numerical information to develop operational strategies.

(d) Work Experience
- Minimum of Five (5) years’ work experience in a government organization as a researcher, especially in the Law & Justice Sector setting, relevant experience in research, policy analysis, planning, monitoring and evaluation or organisational development
- Experience working within a government, law-enforcement, public-sector or comparable organization is desirable.
