Job Description / Responsibilities:

1. PURPOSE

The Loadmaster is responsible for the safe, efficient and effective management of personnel, equipment, stores and cargo transported by RPNGC aircraft.

The position ensures that all personnel, equipment and cargo are properly prepared, secured, loaded, distributed and unloaded in accordance with aircraft limitations, approved procedures and aviation safety requirements.

The Loadmaster provides specialist operational advice to the Director Air Operations, Operations Officer and Pilot on aircraft loading, passenger management, cargo handling, weight and balance considerations, in-flight safety and operational deployment requirements.

The position supports the safe and effective employment of Police aircraft in support of law enforcement operations, search and rescue, medivac, disaster response, personnel deployment and other national operational requirements.

2. DIMENSIONS

The position has no direct financial delegation but supports the Director Air Operations and Operations Officer in planning the operational requirements associated with the transportation of personnel, equipment, aviation stores and cargo.

3. PRINCIPLE ACCOUNTABILITIES

  • Accountable load control, Weight and Balance of the aircraft by computing maximum allowable traffic load based on aircraft weight, crew limits and fuel uplifts
  • Accountable for cargo management and security by supervising ground crews during the manual placement or retrieval of freight and baggage and directing the tightening of straps, nets, and restraints to withstand turbulence and emergency forces
  • Responsible for the compliance of Civil Aviation Rules and Regulations by enforcing dangerous goods protocols, conduct pre – plight inspections and submit timely flight logs, incident reports, and safety occurrences to operations supervisors.
  • Responsible for passengers’ handling and coordination by recording accurate details and managing boarding lists for commercial or chartered flights and aligning seating arrangements with weight distribution calculations for short take-off aircraft.
  • Supporting CID, Forensics, Mobile Squad, Special Operations and other RPNGC units during remote operational deployments

4. MAJOR DUTIES

  • Ensuring aircraft loads are within approved weight, balance and operational limitations.
  • Conducting appropriate pre-flight checks of cargo, equipment, restraints and loading areas.
  • Providing accurate information for the Pilot and Operations Officer before flight.
  • Ensuring safe and effective loading, securing, transportation and unloading of personnel, equipment and cargo.
  • Ensuring passengers receive appropriate safety briefings and comply with aircraft safety requirements.
  • Supervising the safe embarkation and disembarkation of passengers and operational personnel.
  • Ensuring cargo and equipment are properly secured to prevent movement or damage during flight.
  • Coordinating with the Pilot regarding loading requirements, passenger numbers, cargo and aircraft limitations.
  • Maintaining accurate operational records and reporting any incidents, damage, loss or safety concerns through the appropriate channels.
  • Supporting the safe deployment of RPNGC personnel and equipment during policing, surveillance, SAR, medivac and disaster-response operations.
  • Assisting with the safe transportation of specialist operational equipment and sensitive cargo.
  • Supporting emergency procedures, aircraft evacuation and other in-flight safety procedures as directed by the Pilot.
  • Maintaining appropriate accountability for passengers, equipment, stores and cargo under the Loadmaster's responsibility.
  • Coordinating with ground commanders and receiving units regarding passenger and cargo requirements.
  • Liaising with the Engineering Officer and maintenance personnel where loading requirements may affect aircraft configuration or operational readiness.
  • Supporting the training and development of junior Airwing personnel in loadmaster duties, passenger safety, cargo handling and emergency procedures.
  • Promoting a strong safety culture and ensuring compliance with RPNGC and aviation safety requirements.
  • Upholding the Constabulary's Code of Ethics and maintaining the highest standards of professional conduct, discipline, integrity and accountability.
  • Carrying out other duties consistent with the responsibilities, operational requirements and objectives of the Airwing Directorate.

5. NATURE AND SCOPE

The Loadmaster operates within the Police Airwing and provides frontline operational support to RPNGC units throughout Papua New Guinea, particularly in remote and inaccessible areas where aviation support is essential.

The position is operational in nature and requires specialist knowledge of aircraft loading procedures, passenger and cargo handling, in-flight safety, emergency procedures and tactical aviation operations.

5.2 WORK ENVIRONMENT

The Loadmaster operates in a dynamic and potentially high-risk aviation environment, including remote locations, difficult terrain, operational zones, remote airstrips and temporary landing areas.

The position may require deployment at short notice and work outside normal hours to support operational requirements.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  • Minimum qualification of Certificate or Diploma in Loadmaster Training, Aviation Operations, Aeronautical Engineering, Rigging/Dogging or a related aviation discipline; a bachelor’s degree in a relevant field is desirable.
  • Must hold current and relevant aviation safety, loadmaster or air-operations certification applicable to the duties performed.

(b) Knowledge

  • Demonstrated knowledge and practical experience in aircraft passenger and cargo handling.
  • Sound knowledge of aircraft loading procedures, weight and balance principles, cargo restraint systems and aircraft operating limitations
  • Knowledge of winching, rappelling, sling operations or other specialist aviation activities where applicable to the RPNGC Airwing's operational requirements.
  • Sound knowledge of in-flight safety, emergency procedures, first aid and aircraft survival techniques
  • Knowledge of the safe handling and transportation of operational equipment and weapons in accordance with approved RPNGC procedures.
  • Knowledge of aviation safety management principles, human factors and aircraft maintenance safety practices.
  • Sound understanding of police operations, procedures, and legislation.
  • Knowledge of RPNGC policies, SOPs, and ethical standards

  • Ability to work effectively as part of an aircraft crew and operational team.
  • Ability to exercise sound judgement and maintain situational awareness during aviation operations.
