Job Description / Responsibilities:

1. PURPOSE

The L.A.M.E Engine Officer - Air Operations is responsible for the inspection, maintenance, servicing, troubleshooting, repair, testing and certification of aircraft engines and associated propulsion systems operated by the RPNGC Airwing. The position ensures that aircraft engines and related propulsion components remain serviceable, reliable, safe and compliant with approved maintenance requirements and applicable aviation safety and regulatory standards.

The position provides specialist technical advice to the Director Air Operations and Airwing management on aircraft engine maintenance, engine performance, technical defects, maintenance requirements, operational readiness and airworthiness matters. The officer supports the safe and effective deployment of RPNGC aircraft in support of law enforcement operations, search and rescue, medical evacuation, disaster response, surveillance and other national operational requirements.

2. DIMENSIONS

The position has no direct financial delegation but provides specialist technical input to the Director Air Operations and Airwing management in relation to aircraft engine maintenance requirements, engine technical support, procurement of engine components and spare parts, maintenance planning and annual operational requirements.

3. PRINCIPLE ACCOUNTABILITIES

  • Accountable for Regulatory Compliance by ensuring that all work adheres strictly to CASA PNG standards, manufacturer manuals, Airworthiness Directives, and company safety procedures
  • Responsible for Engine Inspection & Diagnostics by inspecting, troubleshooting, and rectify defects involving aircraft engines, propellers, fuel systems, and associated mechanical parts
  • Accountable for monitoring the engine by updating engine trend, monitoring reports, logbooks, and technical records (such as tracking performance via computerized systems)
  • Responsible for technical documentation by Completing accurate maintenance records, worksheets, and defect reports for completed tasks.
  • Accountable for the Safety of tools by maintaining proper control of specialized tools, equipment, and parts, ensuring a safe working environment and compliance with environmental regulations
  • Accountable for appropriate standards of aviation safety, technical integrity, engine reliability and airworthiness always.
  • Upholding the Constabulary's Code of Ethics and maintaining the highest standards of professional conduct, integrity and accountability.
  • Providing technical guidance, mentoring and training to junior Airwing personnel in aircraft engine maintenance safety, inspection procedures and basic maintenance practices.

4. MAJOR DUTIES

  • Ensuring the safe, effective and reliable operation of aircraft engines and associated propulsion systems under the responsibility of the RPNGC Airwing.
  • Supporting aircraft maintenance planning and contributing to the development of engine maintenance schedules.
  • Ensuring engine maintenance tools, test equipment, ground-support equipment and specialist maintenance equipment are properly maintained, serviceable and, where applicable, calibrated.
  • Conducting inspections, scheduled maintenance, fault diagnosis, repairs, testing and functional checks of aircraft engines and propulsion systems within the officer's approved license and scope of authority.
  • Ensuring engine maintenance is performed in accordance with approved maintenance data, aircraft and engine maintenance manuals, technical instructions and applicable aviation regulations.
  • Assisting with engine removal, installation, replacement, repair, modification and commissioning of approved engine components and systems.
  • Monitoring engine performance and identifying abnormal operating conditions requiring technical investigation or corrective action.
  • Maintaining accurate and up-to-date aircraft technical records, engine maintenance documentation and defect rectification records.
  • Identifying, assessing and reporting engine defects that may affect aircraft safety, serviceability, performance or operational capability.
  • Conducting or supporting operational checks and testing of engines, fuel systems, lubrication systems, ignition systems, engine controls, exhaust systems and associated components.
  • Liaising with approved maintenance organizations, engine manufacturers, aircraft manufacturers, suppliers and aviation authorities regarding engine technical matters.
  • Supporting the preparation of technical specifications and requirements for procurement of aircraft engines, engine components, spare parts, tools, equipment and maintenance services.
  • Advising the Director Air Operations, Engineering Officer and Operations Officer on engine-related technical and operational matters
  • Providing technical support during aircraft deployments, operational taskings and emergency situations were required.

5. NATURE AND SCOPE

The L.A.M.E Airframe Officer operates within the Airwing Directorate and provides specialist aircraft maintenance and airframe engineering support to ensure the operational readiness, structural integrity and airworthiness of RPNGC aircraft.

The position requires a high level of technical competence, professional judgement and attention to detail, particularly in the inspection, maintenance, fault-finding, repair, testing and certification of aircraft airframe structures and associated mechanical systems.

5.2 WORK ENVIRONMENT

The L.A.M.E Airframe Officer works in a highly technical aviation environment where aircraft structural integrity, serviceability, safety and operational readiness are critical.

The position may require work in hangars, workshops, operational locations, remote airstrips and temporary deployment areas. The officer may also be required to provide technical support outside normal working hours to meet operational requirements.

  • Maintaining aircraft airframe structures and mechanical systems to the required safety and airworthiness standards.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  • Minimum qualification of a Certificate, Diploma or equivalent recognized qualification in Aircraft Maintenance Engineering, Aeronautical Engineering or a related aviation discipline.
  • Must hold a current and relevant Licensed Aircraft Maintenance Engineer (L.A.M.E.) license or recognized equivalent, with appropriate airframe/mechanical privileges applicable to the aircraft operated by the RPNGC Airwing.

(b) Knowledge

  • Sound knowledge of aircraft communication, navigation, instrumentation, electrical, electronic and associated avionics systems
  • Knowledge of aviation safety management principles, human factors and aircraft maintenance safety practices.
  • Sound knowledge of flight planning, navigation, weather assessment, aircraft performance and fuel management.
  • Sound understanding of police operations, procedures, and legislation.
  • Knowledge of RPNGC policies, SOPs, and ethical standards
  • Sound understanding of Police Act, Police Standing Orders, CASA PNG
  • Knowledge of geographical features and weather patterns of PNG

(c) Skills

  • Demonstrate ability to interpret aircraft wiring diagrams, electrical schematics, technical publications and maintenance manuals.
  • Competence in the use of approved avionics test equipment, diagnostic equipment, maintenance tools and electronic test instruments.
  • Sound understanding of aircraft maintenance procedures, airworthiness requirements, technical records and maintenance documentation.
  • Ability to identify, diagnose and rectify technical faults accurately and within approved maintenance procedures.

(d) Work Experience

  • Minimum 5 years' relevant experience in aircraft airframe maintenance or aviation engineering, with demonstrated operational experience preferred.
  • Demonstrated experience in law-enforcement aviation, military aviation, government aviation or commercial aviation operations.
