1. PURPOSE
To effectively design, implement, and monitor staff development programs that enhance employee skills, performance, and career growth, ensuring alignment with RPNGC’s organizational goals and workforce development strategy.

3. PRINCIPLE ACCOUNTABILITIES
- Assist in Conducting Capacity Need Analysis to identify gaps within individuals, the RPNGC as an organisation, the systems and process and guide targeted training or development plan to bridge the gaps
- Ensure effective planning and delivery of staff development programs aligning to achieving the organisational goals and objectives
- Promote continuous learning and professional growth across all divisions by providing guidance and support to managers on available training opportunities
- Monitor and evaluate training programs to support organization performance and recommend improvements to enhance training outcomes
- Maintain effective communication with stakeholders, Registered Training Organisations and Learning institutions to identify programs needed by staff of the Police Force through performance appraisal outcomes
- Maintain clear records and documentation of training materials and programs
- Ensuring all training programs adhere to the RPNGC policies, standards and reporting requirements
4. MAJOR DUTIES
- Conduct regular assessments to identify skill gaps and development priorities for individual officers and for the organisation as a whole.
- Effectively collaborate with division heads to align training with operational requirements.
- Develop training plans, workshops, and seminars tailored to staff needs and Coordinating logistics support to effectively deliver training on time
- Organizing Training and staff development activities according to annual work plan and budget
- Support succession planning by identifying and preparing high-potential employees through staff development planning
- Provide guidance to managers on career development pathways for staff.
- Track participants, progress, and completion of training activities after attending the training and reporting to the superiors
- Evaluate effectiveness of programs through feedback, performance reviews, and impact assessments.
- Effectively coordinate training schedules, venues and participant lists
- Coordinate external training providers and ensure quality standards.
- Liaise with the external training providers, government agencies and partner institutions to provide training to the RPNGC staff
- Update training files for the staff undertaking training and curriculum vitae and maintain accurate records and documentation of all training files
- Prepare reports on training outcomes and resource utilization
- Ensure Compliance with the General Orders Public Service Management Act, Police Act, RPNGC CSOs and HR Policies
5. NATURE AND SCOPE
This position ensures effectiveness and efficiency of quality Staff Training Development programs to all administrative support staff throughout the Royal Papua New Guinea Constabulary institutions in the country.
5.1 WORKING RELATIONSHIP
(a) Internal
Report to the Senior Staff Development officer and the Director HRD&T, Liaise with Section managers, Provincial Administration Managers, Director Finance and Administration and staff members
(b) External
Effectively liaise with service providers, Training Institutions and suppliers to ensure quality training development standards are complied with. Seek support from Donor Training Agencies within the country and abroad to ensure training development programs are effectively maintained.
5.2 WORK ENVIRONMENT
This Position is Based at RPNGC Headquarters within the HRD & Training Division, working closely with the Director, HR staff, and other divisional heads with reference to the non uniform members. The position involves Frequent interaction with training staff, administrative officers, and external training providers.
The position is primarily office-based for planning, reporting, and coordination, but also involves facilitating workshops, monitoring training sessions, and liaising with external institutions and operates within budgetary and logistical constraints typical of PNG institutions, requiring creativity in program delivery. Emphasis on confidentiality, professionalism, and alignment with RPNGC’s mission of staff capacity building and institutional growth.

6.1 Rules/procedures
The Police Act; the Constabulary Standing Orders; the Public Service (Management) Act; the Public Finance (Management) Act; and PNG Government General Orders (2012), Police Code of Conduct and Ethics. Labour and Employment Act,RPNGC Corporate Plan, Training Advisory Board, Training and Curriculum Board.
6.2 Decisions
The authority to make decisions without reference, provided the decisions fall within the scope of the dimensions of the role and are in close reference to the above rules and procedures.
6.3 Recommendations
• Make recommendations on matters affecting the Directorate and its strategic solutions to the Manager ASW.
7. CHALLENGES
- Delivering effective training programs within tight financial and logistical constraints and Limited access to modern training tools and technologies.
- Encouraging staff to embrace new practices, policies, and technologies and overcoming resistance to continuous learning and professional development is another challenge
- Ensuring programs remain relevant and adaptable to evolving organizational needs. Measuring the impact of training programs on performance and institutional outcomes.
8. QUALIFICATIONS, EXPERIENCES AND SKILLS
(a) Qualifications
- Possess an appropriate Degree in Human Resources Management/Education from a recognized University or Diploma in Public Administration from a recognized Training Institution.
(b) Knowledge
- Sound understanding of police operations, procedures, and legislation.
- Knowledge of RPNGC policies, SOPs, and ethical standards.
- Sound understanding of Police Act, Police Standing Orders, Public Service Management Act, Public Finance Management Act
- Management & Administration of Training Institutions
