Job Description / Responsibilities:

1. PURPOSE

The incumbent is responsible for providing technical and operational support in the administration, processing, verification, and monitoring of salary edits, payroll adjustments, allowances, deductions, and employee remuneration records across the Royal Papua New Guinea Constabulary. The position contributes to the integrity of payroll operations by ensuring all salary-related transactions are processed accurately, efficiently, and in compliance with applicable legislation, government policies, financial regulations, and HRM procedures. The role supports payroll reforms, workforce confidence, accountability, and sound financial management within the Constabulary.

Others: Responsible for maintaining payroll accuracy and integrity for RPNGC personnel, supports payroll compliance and reporting activities, and liaises with stakeholders on salary administration and payroll matters.

3. PRINCIPLE ACCOUNTABILITIES

  • Payroll Administration; - Ensure accurate, timely, and authorized processing of salary edits, payroll adjustments, and employee remuneration transactions.
  • Payroll Integrity and Compliance; - Maintain payroll accuracy and ensure compliance with legislative, policy, procedural, financial management, and audit requirements.
  • Payroll Data Management; -Maintain accurate, complete, secure, and reliable payroll information and remuneration records
  • Reporting and Reconciliation; - Provide accurate payroll reporting, reconciliation, analysis, and remuneration information to support operational and management decision-making.
  • Advisory and Client Services; - Deliver responsive payroll advice, support, and customer service to employees, managers, and stakeholders.
  • Continuous Improvement; - Contribute to the enhancement, modernization, and continuous improvement of payroll systems, processes, and procedures.
  • Corporate Contribution; - Contribute to the achievement of Human Resource Management Branch objectives and support organizational performance, accountability, and professional standards.

4. MAJOR DUTIES

  • Process and verify salary edits, payroll variations, and remuneration adjustments in accordance with approved authorities and supporting documentation requirements.
  • Maintain payroll integrity by identifying and resolving payroll errors, discrepancies, irregularities, and ensuring compliance with payroll policies, procedures, and audit requirements.
  • Maintain accurate, complete, and secure payroll databases and employee salary records through routine validation and quality assurance processes.
  • Provide payroll advice, guidance, and support to employees, managers, HR practitioners, and external stakeholders, while assisting with the resolution of salary-related matters.
  • Contribute to payroll improvement initiatives through the review and enhancement of payroll systems, procedures, policies, and controls.
  • Support the achievement of HRM Branch objectives by promoting accountability, workforce remuneration strategies, organizational performance, and the professional values of the RPNGC.

5. NATURE AND SCOPE

The position operates within the Salary Services Section of the Human Resource Management Branch and is responsible for administering salary edit functions for RPNGC personnel. The role requires accuracy, confidentiality, analytical skills, and sound knowledge of payroll policies and procedures to support payroll integrity, financial accountability, and effective workforce management.

Department of Personnel Management, Department of Treasury, Department of Finance, Auditor General's Office, Banking Institutions, Payroll System Service, Providers and Relevant Government Agencies

5.2 WORK ENVIRONMENT

The position functions in a professional office environment within the Human Resource Management Branch and requires: High levels of accuracy and confidentiality. Management of large volumes of payroll data. Adherence to strict payroll deadlines. Regular engagement with stakeholders regarding salary administration matters. Capacity to work under pressure and meet competing priorities.

6.2 Decisions

Exercises delegated authority relating to routine payroll processing activities. Makes operational decisions concerning verification and correction of payroll records. Refers complex, sensitive, and policy-related issues to the OIC Salary Services or Acting Manager Salaries.

6.3 Recommendations

• The incumbent is expected to provide recommendations on; Payroll process improvements, Internal control enhancements, Salary administration efficiencies, Payroll compliance measures, and Workforce remuneration reporting improvements.

7. CHALLENGES

  • The position operates in a complex payroll environment requiring the maintenance of payroll accuracy and compliance for a large and geographically dispersed workforce.
  • Ensure resolving payroll discrepancies within strict processing deadlines, adapting to changing policies and systems, and delivering reliable payroll services while maintaining employee confidence and accountability under operational constraints.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  • Posses an appropriate Diploma or Bachelor's Degree in Human Resource Management, Business Management, Accounting, Public Administration, Finance, Commerce, or a related discipline. Additional qualifications or certification in Payroll Administration, Financial Management, Human Resource Information Systems, or Public Sector Administration will be an advantage. Completed Grade 12 or equivalent qualification recognized by the Department of Personnel Management and Commissioner of RPNGC.

  • Experience in public sector payroll administration is highly desirable.
  • Experience working with payroll systems, salary reconciliations, and employee records management.
  • Demonstrated experience in managing payroll corrections, adjustments, and compliance activities.
  • Experience supporting payroll improvement initiatives, audits, and reforms would be advantageous.
