Job Description / Responsibilities:

1. PURPOSE

The incumbent is responsible to coordinate, process, and administer all repatriation-related activities for Royal Papua New Guinea Constabulary personnel and their dependents. The position is responsible for the timely and accurate processing of death repatriation, separation repatriation, promotional transfer movements, and other approved travel entitlements, ensuring compliance with organizational policies, proper utilization of allocated funds, and effective service delivery to members and their families.

Others: Maintains regular liaison with Travel agents, Airlines, Hotels and accommodation providers, Funeral service providers, Provincial Police Commands (PPCs), Finance Division, Family members of deceased personnel, and Government agencies and stakeholders

3. PRINCIPLE ACCOUNTABILITIES

  • Ensure efficient processing of death repatriation for deceased members and eligible dependents.
  • Ensure effective processing of repatriation for separated members.
  • Coordinate movement and transfer arrangements for serving members.
  • Ensure proper management and utilization of repatriation and movement funds.
  • Maintain accurate records and reporting systems for repatriation activities.
  • Ensure compliance with RPNGC policies, financial procedures, and government regulations.

4. MAJOR DUTIES

  • Manage Repatriation Cases by processing death and separation repatriation requests, verify documentation, arrange travel, and maintain accurate records.
  • Coordinate Travel & Movements through facilitating travel arrangements, transfers, postings, and related entitlements in accordance with approved policies.
  • Process Claims & Payments by obtaining quotations and invoices, process claims and payments, and ensure expenditures remain within approved budgets.
  • Maintain Records & Reports, by updating databases, manage filing systems, monitor outstanding cases, and prepare periodic reports.
  • Provide Administrative Support, assisting with funding requests, reconciliations, financial reporting, policy guidance, and service improvement initiatives.
  • Ensure Compliance & Accountability, adhere to RPNGC policies, financial and procurement requirements, support audits, and safeguard confidential information.

5. NATURE AND SCOPE

The position is responsible for coordinating and administering repatriation and movement services for RPNGC personnel and their dependents. The role requires sound judgment, effective stakeholder engagement, attention to detail, and adherence to established policies, procedures, and financial management requirements. The officer contributes to organizational objectives by ensuring timely and professional service delivery in sensitive and often urgent circumstances.

 

5.1 WORKING RELATIONSHIP

(a) Internal

Human Resource Division, Finance Division, Provincial Police Commanders (PPCs), Assistant Commissioners of Police (ACPs), Officers-in-Charge (OICs), Police Administration Managers (PAMs), Administration Sergeants, Serving members and employees of RPNGC

(b) External

Travel and Airline Agencies, Hotels and Accommodation Providers, Funeral Service Providers, Family Members of Deceased Personnel, Government Agencies, Service Providers, and Other Stakeholders

5.2 WORK ENVIRONMENT

The position operates in a professional office environment and requires regular interaction with internal and external stakeholders. The role may involve managing urgent and sensitive matters relating to deceased members, repatriation requests, and travel arrangements under strict timelines.

6. CONSTRAINTS FRAMEWORK AND BOUNDARIES

6.1 Rules/procedures

Police Act, Constabulary Standing Orders (CSO), Public Service Management Act, Public Finance Management Act (PFMA), Labour Act, RPNGC Human Resource Policies, Government General Orders, Treasury Instructions and Circulars

6.2 Decisions

Exercises delegated authority in processing approved repatriation and movement activities and implementing management directives.

6.3 Recommendations

• Provides recommendations to improve repatriation processes, customer service, record management, and operational efficiency.

7. CHALLENGES

  • Managing urgent repatriation requests within limited timeframes.
  • Coordinating multiple stakeholders across provinces and regions.
  • Budget limitations and increasing travel costs.
  • Delays in receiving supporting documentation from commands and families.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  • Posses an appropriate Diploma in Human Resource Management, Business Administration, Public Administration, or a related field. Completion of Grade 12 or equivalent qualification. Relevant RPNGC professional and administrative training, equivalent qualification recognized by the Department of Personnel Management and RPNGC.

(d) Work Experience

  • Minimum of four (4) years' experience in administration, human resource management, movement coordination, finance administration, or a related field.
  • Demonstrated experience in coordinating travel, repatriation, or employee entitlement processes.
  • Experience liaising with internal and external stakeholders.
  • Proven ability to maintain accurate records and manage confidential information.
  • Good interpersonal, supervisory, and team-working abilities.
