Job Description / Responsibilities:
1. PURPOSE
The incumbent provides operational support in the processing and administration of salaries within the HRM Branch. The role ensures accuracy, timeliness, and compliance in payroll transactions, contributing to workforce satisfaction and accountability across the RPNGC.
2. DIMENSIONS

Others: Responsible for liaising with divisional managers, finance officers, and payroll staff to ensure effective salary administration.
3. PRINCIPLE ACCOUNTABILITIES
- Ensure the accurate and timely processing of salaries, allowances, leave entitlements, deductions, and other employee benefits, while responding promptly to payroll enquiries from Constabulary personnel.
- Maintain accurate, complete, and up-to-date employee payroll records and information.
- Administer payroll transactions associated with employee appointments, promotions, transfers, retirements, and terminations.
- Ensure payroll operations comply with PNG laws, regulations, organisational policies, procedures, and internal controls.
- Payroll Reconciliation and Issue Resolution, Identify, investigate, and resolve payroll discrepancies to maintain payroll accuracy and integrity
- Maintain strict confidentiality and ensure the security and protection of employee payroll information.
- Support the achievement of payroll, HR, and organisational objectives through cooperation, professionalism, and continuous improvement.
4. MAJOR DUTIES
- Process salaries, allowances, deductions, and employee entitlements
- Process leaves transactions, underpayments, offline payments, and Higher Duty Allowances.
- Respond to and resolve payroll enquiries and salary-related issues.
- Enter, update, and maintain employee payroll information and records.
- Ensure payroll records, staff history cards, and personnel information are accurate and current.
- Process payroll actions relating to appointments, transfers, promotions, retirements, and terminations.
- Calculate and process retirement benefits and termination payments.
- Verify payroll transactions, calculations, and records for accuracy and compliance.
- Maintain payroll operations in accordance with approved policies and procedures.
- Investigate, reconcile, and resolve payroll discrepancies.
- Process payroll corrections and liaise with relevant officers to resolve issues.
- Safeguard payroll records and employee information.
- Ensure compliance with confidentiality and data protection requirements.
- Support payroll administration, reporting, and HR initiatives.
- Perform other duties as directed by the Manager Payroll, Team Leader Payroll, or HR Director.
5. NATURE AND SCOPE
The role ensures payroll operations are executed accurately and efficiently. The role focuses on data entry, compliance, and supporting the continuous improvement of salary administration.
5.1 WORKING RELATIONSHIP
(a) Internal
Senior Salaries Officer, Team Leader Salaries Services, Finance Division, divisional managers, and payroll staff.
(b) External
Department of Personnel Management, Department of Treasury, and payroll system providers.
5.2 WORK ENVIRONMENT
The position holder works under the supervision of the Senior Salaries Officer and Team Leader Salaries Services, providing operational support in payroll administration.
6. CONSTRAINTS FRAMEWORK AND BOUNDARIES
6.1 Rules/procedures
Police Act; Constabulary Standing Orders; Public Service (Management) Act; Public Finance (Management) Act; PNG Government General Orders (2012); Public Service Code of Conduct and Ethics.
6.2 Decisions
Limited decision-making authority; major decisions require approval from Senior Salaries Officer or Team Leader Salaries Services.
6.3 Recommendations
• Provides operational input to improve payroll processes and compliance.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS
(a) Qualifications
- Possess an appropriate Diploma or Certificate in Business Management, Human Resource Management, Accounting, or Public Administration. Grade 12 completion and Training in payroll systems or financial administration desirable. Relevant qualifications as accepted by the Commissioner of RPNGC, and Secretary, Department of Personnel Management.
(b) Knowledge
- Public Finance (Management) Act and Police Act.
- Public Service (Management) Act, General Orders, and related policies.
- Payroll systems and public service entitlements.
- PNG Employment Act and SCMC Act.
- Code of Ethics and Conduct for public servants.
- Principles of payroll administration.
(c) Skills
- Strong payroll data entry and processing skills.
- Effective communication and interpersonal skills.
- Computer literacy, including payroll systems and MS Office.
- Attention to detail and accuracy in record-keeping.
- Problem-solving skills to support payroll issue resolution.
(d) Work Experience
- At least more than two years’ experience in payroll administration or HR support.
- Experience in public service or policing environment desirable.
- Demonstrated ability to process payroll transactions accurately and on time.
